RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2011-03577
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His records be corrected to reflect entitlement to the Bronze
Star Medal (BSM).
_________________________________________________________________
APPLICANT CONTENDS THAT:
He was recommended for award of the BSM for a documentary film
regarding the rescue of a downed helicopter behind enemy lines
in 1967.
In support of his request, the applicant provides copies of his
DD Forms 214, Report of Separation from the Armed Forces of the
United States; AF Form 910, TSgt, SSgt and A1C Performance
Report; AF Form 642, Recommendation for Decoration, AF
Commendation Medal citation, and other documentation in support
of his request.
The applicant's complete submission, with attachments, is at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant served on active duty from 16 Jul 48 to
31 Jul 68 and is credited with 1 year and 23 days of Foreign
Service.
The BSM recognizes acts of heroism performed in ground combat if
they are of a lesser degree than that required for the Silver
Star. It also recognizes single acts of merit and meritorious
service if the achievement or service is of a lesser degree than
that deemed worthy of the Legion of Merit; but such service must
have been accomplished with distinction.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of
the Air Force, which is attached at Exhibit B.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states the applicant
provided what appears to be a page from an enlisted personal
evaluation that mentions he was recommended for the BSM.
However, DPSIDR was unable to locate any recommendation or
special order concerning the BSM in the applicants military
personnel record (MPR). The applicant did not provide a
proposed citation and one was not located in his MPR
The complete DPSIDR evaluation is at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 28 Mar 12 for review and comment within 30 days
(Exhibit C). As of this date, this office has not received a
response.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. After a
thorough review of the available evidence of record and the
applicants complete submission, we are not persuaded he is
entitled to BSM. Therefore, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
and adopt its rationale as the basis for our conclusion the
applicant has not been the victim of an error or injustice. In
view of the above, we find no basis to recommend granting the
relief sought in this application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
