APPLICANT REQUESTS THAT:
His records be corrected to reflect the award of the Air Force
Achievement Medal (AFAM).

APPLICANT CONTENDS THAT:
He was an outstanding performer and received three overall
ratings of five on his Enlisted Performance Reports; however, his
end of tour AFAM was disapproved by his chain of command.
In support of his request, the applicant submits copies of
recommendation for decoration, draft citation and email messages.

STATEMENT OF FACTS:
Information extracted from the Military Personnel Data System
(MilPDS) indicates the applicant is currently assigned duties as
the Noncommissioned Officer in Charge of Reenlistments and
Extensions in the grade of staff sergeant having assumed that
grade effective and with a date of rank of 1 Mar 11.
The remaining relevant facts pertaining to this application,
extracted from the applicants military records, are contained in
the letter prepared by the appropriate office of the Air Force at
Exhibit B.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDRA recommends denial. DPSIDRA states the AFAM is
awarded to members of the Armed Forces of the United States and
foreign military personnel who while serving in any capacity with
the US Air Force distinguished themselves by meritorious service
or achievement.
DPSIDRA states no individual is automatically entitled to an
award upon completion of an operational temporary duty (TDY) or
departure for an assignment. DPSIDRA notes the Chief, Military
Personnel Section, of the applicants departing squadron was not
assigned until after the applicant had already departed for his
next station. His inquiries of the remaining members in the
applicants chain of command stated the decoration was not
warranted. The applicants supervisor informed him that
leadership would not approve processing of the decoration.
DPSIDRA notes the decoration package was misplaced and had to be
reaccomplished. The signature on the DÉCOR 6 is not legible and
the required information, to include the commanders signature,
is not completed.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 29 Jul 11, for review and comment within 30 days. As of this
date, this office has received no response (Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicants complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
with this application.
