APPLICANT CONTENDS THAT: 

 

He never received the BSM due to administrative error. 

 

In support of his appeal, the applicant provides a personal 
statement; a copy of a Tracer Action on Recommendation of the 
BSM; a letter from his reporting official; a copy of a letter of 
support from a fellow airman; a copy of an Air Force 642, Recommendation for Decoration; and copies of his airman 
performance reports.

STATEMENT OF FACTS: 

 

The applicant is a former member of the Regular Air Force who 
served on active duty from 2 February 1959 to 31 August 1980. He 
served as an Aircraft Maintenance Superintendant and was 
progressively promoted to the grade of master sergeant (E-7). 

 

His DD Form 214, Certificate of Release or Discharge from Active 
Duty, reflects he served 8 months and 23 days of Foreign Service. 
He was released from active duty on 31 August 1980 and retired 
effective 1 September 1980 after serving 20 years and 17 days on 
active duty. 

 

According to documents provided by the applicant, he was 
recommended for the BSM on 24 November 1975 for meritorious 
service during the period 2 September 1968 to 26 August 1969.

AIR FORCE EVALUATION: 

 

AFPC/DPSIDR recommends denial. DPSIDRA states that the official 
source document to verify a member’s entitlement of an Air Force 
decoration is the Special Order. After reviewing the applicant’s 
military service record and the submission by the applicant, 
there was no official source document found to verify his 
entitlement to the BSM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the applicant 
on 20 May 2011 for review and comment within 30 days (Exhibit D). 
As of this date, this office has received no response.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. We took notice 
of the applicant's complete submission in judging the merits of 
the case; however, we agree with the opinion and recommendation 
of the Air Force office of primary responsibility and adopt its 
rationale as the basis for our conclusion that the applicant has 
not been the victim of an error or injustice. Therefore, in the 
absence of evidence to the contrary, we find no basis to 
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of
