APPLICANT REQUESTS THAT:
1. The citation to accompany the award of the Air Force
Commendation Medal (AFCM) 1st Oak Leaf Cluster (1OLC) for the
inclusive period 2 February 2009 to 28 February 2011 be removed
from the Automated Record Management System (ARMS) and replaced
with a reaccomplished citation for the inclusive period
2 February 2009 to 30 December 2010.
2. By amendment via email, the applicant requests the Joint
Service Achievement Medal (JSAM) in the Military Personnel Data
System (MilPDS) be removed administratively corrected.

APPLICANT CONTENDS THAT:
He received an assignment with a return no later than date
(RNLTD) of 30 December 2010. The end date on the decoration was
modified incorrectly during a staff corrections update to reflect
28 February 2011. After his unit leadership discovered the
error, a second decoration with the correct close-out date was
accomplished. Both decorations were approved and signed.
In support of his request, the applicant submits documents
extracted from his military personnel records.

STATEMENT OF FACTS:
The applicant is currently serving in the Regular Air Force in
the grade of technical sergeant.
The remaining relevant facts pertaining to this application,
extracted from the applicants military personnel records, are
contained in the letter prepared by the appropriate office of the
Air Force at Exhibit B.

AIR FORCE EVALUATION:
AFPC/DPSIDR states no documentation could be located to
substantiate the applicant was awarded the JSAM; therefore they
recommend approval of the applicants request to remove the JSAM
from MilPDS.
In reference to the AFCM 1OLC, AFI 36-2803, paragraph 2.31, The
Air Force Awards and Decorations Program, reflects Permanent
Change of Station (PCS) - a move from one geographical area to
another if the recommendation is based on a single assignment,
the closeout date will not be before the members final MPF out-
processing date. The applicant received an assignment in May
2010 with an original RNLTD of 31 December 2010. However, the
applicants assignment RNLTD changed to 30 March 2011; the
applicant requested a projected departure date of 18 March 2011.
In accordance with the Base-Level Relocation Procedures, AFI 36-
2102, paragraph 1.7 individuals are not authorized to out-
process earlier than 1 duty day prior to their actual departure
date. According to the applicants projected departure date of
18 March 2011, the applicants final MPF out-processing date was
17 March 2011.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 15 April 2011, a copy of the Air Force evaluation was
forwarded to the applicant for review and comment within 30 days
(Exhibit D). As of this date, this office has received no
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice warranting
removal of the Air Force Commendation Medal (AFCM) 1st Oak Leaf
Cluster (1OLC) for the period 2 February 2009 to 28 February
2011. In that regard, we note the applicants section commander
has stated that the closing date of 28 February 2011 is
incorrect and upon identifying the error a corrected decoration
was immediately processed with a correct closing date of
30 December 2010. Since it appears it was the commanders intent
to award the AFCM 1OLC for the period 2 February 2009
30 December 2010, we believe this award should remain in his
record. We took notice of AFPC/DPSIDR rationale and
recommendation; however, based on the aforementioned we recommend
the applicants records be corrected to the extent indicated
below. We also note that the applicants request to remove the
JSAM from MilPDS has been administratively corrected. Therefore,
the Board has no further action on this request.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the citation for
award of the Air Force Commendation Medal, First Oak Leaf Cluster
for the period 2 February 2009 to 28 February 2011 be removed
from his records.
