APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active
Duty be corrected to reflect his Foreign Service time in Kirkuk,
Iraq.

APPLICANT CONTENDS THAT:
His DD Form 214, Block 13, Decorations, Medals, Badges, Citations
and Campaign Ribbons Awarded or Authorized reflects the Iraqi
Campaign Medal with service star s which cannot be obtained
without having served overseas.
Block 18, Remarks, states he was mobilized in support of
Operation Enduring Freedom for 180 days in Kirkuk, Iraq..
In support of his request, the applicant provides a copy of his
DD Form 214, Contingency, Exercise, Deployment (CED) Orders and
amendments.

STATEMENT OF FACTS:
Date extracted from the Military Personnel Data System (MilPDS)
indicates the applicant is currently serving with the Air Force
Reserves in the grade of staff sergeant (E-5), having assumed
that grade effective and with a date of rank (DOR) of 1 Nov 08.
He was mobilized from 22 Nov 08 to 31 Aug 09 in support of
Operation ENDURING FEEEDOM.

AIR FORCE EVALUATION:
ARPC/DPTSCS recommends denial. DPTSCS states there was no
source documentation available to support the applicants claim.
In addition, the applicant was contacted by phone (left voice
message) requesting he provide orders and final travel vouchers

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 29 Apr 11, for review and comment within 30 days (Exhibit D).
As of this date, this office has not received a response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. After a
thorough review of the available evidence and the applicants
complete submission, we find no evidence which would lead us to
believe his DD Form 214 should be corrected to reflect his
service in Kirkuk, Iraq. Therefore, we agree with the opinion
and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our
conclusion that the applicant has not been the victim of an
error or injustice. Should the applicant provide sufficient
evidence in the form of travel vouchers, evaluation reports,
letters of evaluations, or other military documentation to
substantiate his service in Iraq, we would be willing to
reconsider his request. In view of the above and absent
persuasive evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
