APPLICANT REQUESTS THAT:

His records be corrected to reflect award of the:

1.  Air Force Outstanding Unit Award (AFOUA).

2.  The Air Force Longevity Service Award (AFLSA).

3.  The Small Arms Expert Marksmanship Ribbon (SAEMR).

APPLICANT CONTENDS THAT:

He earned these awards for his service while in the Regular Air  Force
and Reserves.

In support  of  his  request,  the  applicant  provides  a  copies  of
documents extracted from his military personnel records.

Applicant's complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

On 13 Aug 65, the applicant contracted his enlistment in  the  Regular
Air Force.  He was  progressively  promoted  to  the  grade  of  staff
sergeant, with a  date  of  rank  of  1  Jun  69.   He  was  honorably
discharged on 5 Aug 69 and was transferred to the  Air  Force  Reserve
and was honorably  discharged  on  12  Aug  71.   He  served  3 years,
11 months and 23 days of active service and 2 years and  7  months  of
service in the Reserves.

The Secretary of the Air Force awards the AFOUA to numbered units  who
have distinguished themselves by exceptionally meritorious service  or
outstanding achievements that clearly sets the unit  above  and  apart
from  similar  units  by  performance  of  exceptionally   meritorious
service, accomplishments of  a  specific  outstanding  achievement  of
national or international significance, combat operations  against  an
armed enemy of the United States,  or  military  operations  involving
conflict with or exposure  to  hostile  actions  by  opposing  foreign
forces.

The AFLSA is awarded to active duty members based on an aggregate four
years of honorable active service with any branch of  the  U.S.  armed
forces  or  reserve  components.   Reserve  and  guard  personnel  are
credited with the award for each four years  of  satisfactory  service
creditable for retirement.

The SAEMR is awarded to all  Air  Force  service  members  who  after,
1 Jan 63, qualified as “expert” in small arms marksmanship with either
the M-16 rifle or issue handgun.

AIR FORCE EVALUATION:

HQ AFPC/DPSIDRA recommends denial of award of the AFOUA, the AFSLA and
the SAEMR.  DPSIDRA notes the applicant is not entitled to  the  AFLSA
because he did not serve a total of four years of  active  or  reserve
service. DPSIDRA further notes no guidance was located  to  verify  if
service  components  can  be  combined.    There   was   no   official
documentation located or provided to verify his  entitlement  for  the
SAEMR.  There was no evidence provided or located to reflect that  the
applicant served in any unit that was awarded  the  AFLSA  during  his
periods of service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
15 Oct 10, for review and comment within 30 days.  As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was not timely filed;  however,  it  is  in  the
interest of justice to excuse the failure to timely file.

3.    Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice to warrant award of the  AFOUA,
the AFSLA and the SAEMR.  The applicant’s contentions are duly  noted;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the  basis
for our conclusion that the applicant has failed to sustain his burden
of proof of the existence of either an error or injustice.   We  found
no evidence that the applicant served during the inclusive period with
a unit that was awarded the AFOUA.  He  did  not  serve  the  required
aggregate four years of active duty or reserve service  for  award  of
the AFSLA and there is no evidence his active duty  and  reserve  duty
may be combined.  In addition, no evidence was submitted or located to
verify he qualified as expert for the SAEMR with either  the  M-16  or
handgun.  Therefore, in the absence of evidence to  the  contrary,  we
find no basis to recommend granting the requested relief.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
