THE APPLICANT REQUESTS THAT:
His nomination package for position vacancy be reviewed for
eligibility for the Calendar Year 2010 (CY10) Line and Health
Professions Lieutenant Colonel Position Vacancy (PV) Promotion
Board.

THE APPLICANT CONTENDS THAT:
His promotion recommendation form (PRF) nomination package was
supposed to be included with the other wing PRFs, but due to a
clerical error, his package was not included. He is assigned to
a lieutenant colonel billet at his unit, which is a requirement
for nomination.
In support of his appeal, the applicant provides a package from
his unit supporting his claim.
The applicants complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted
from the applicants military records, are contained in the
letter prepared by the appropriate office of the Air Force.

THE AIR FORCE EVALUATION:
ARPC/DPB recommends denial, stating, in part, the applicant did
not provide a completed PRF for the CY10 Line and Health
Professions Lieutenant Colonel Position Vacancy (PV) Promotion
Board, recommending him for PV. One of the primary eligibility
requirements is that they must be recommended by their Senior
Rater on a PRF. The applicant has not provided the PRF he
states his Senior Rater signed for the 14 Jun 10 PV Board.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
In his response to the Air Force evaluation, the applicant
provides the PRF from his senior rater for the CY10 board.
The applicants complete submission is at Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of error or injustice warranting
corrective action. We took notice of the applicants complete
submission in judging the merits of the case. While we note the
recommendation of the Air Force Reserve office of primary
responsibility, in considering their assessment of the
application, and based on the documentation provided by the
applicants rating chain, including the AF Form 709, Promotion
Recommendation Form (PRF), we believe it was their intent to
have the nomination package submitted prior to the convening
date of the board, nominating him for consideration by the
CY10 Line and Health Professions Lieutenant Colonel Position
Vacancy (PV) Promotion Board. In view of this, and given the
rating chains intent to have the PRF as a matter of record
before the promotion board, we recommend the applicants record
be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that the
AF Form 709, Promotion Recommendation Form (PRF), rendered for
the Calendar Year 2010 (CY10) Line and Health Professions
Lieutenant Colonel Position Vacancy (PV) Promotion Board, was
reaccomplished, printed, and physically signed by the senior
rater in Section X, and that the PRF was received prior to the
board convening date of 14 June 2010.
It is further recommended, if he is otherwise eligible for
promotion, that he be considered for promotion to the grade of
lieutenant colonel (O-5) as a position vacancy candidate by a
Special Board, under the provisions of 10 USC 1558, for the
Calendar Year 2010 (CY10) Line and Health Professions Lieutenant
Colonel Position Vacancy (PV) Promotion Board and any subsequent
boards for which the above PRF was not a matter of record.
