APPLICANT REQUESTS THAT: 

 

His DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge, be corrected to reflect his temporary duty 
(TDY) in Vietnam.

APPLICANT CONTENDS THAT: 

 

He served three months of TDY in Vietnam from February 1962 to 
May 1962. The Veterans Affairs Regional Office in Honolulu, 
Hawaii, could not obtain any records of him serving in Vietnam. 

 

In support of his appeal, the applicant provides a copy of his DD 
Form 214.

STATEMENT OF FACTS: 

 

The applicant is a former member of the Regular Air Force who 
served on active duty from 6 February 1959 to 5 February 1963. 
He was progressively promoted to the grade of airman first class 
(E-4) with a date of rank of 1 October 1962. The applicant 
served 4 years on active duty with 3 years, 6 months, and 28 days 
of foreign service. 

 

On 9 November 2010, AFPC/DPAPP notified the applicant that they 
were unable to verify his service in the Republic of Vietnam. 
DPAP requested the applicant provide copies of source documents; 
i.e., travel vouchers, evaluation reports, letters of evaluation, 
decorations, etc., which would verify his service in Vietnam for 
the periods requested. As of this date, this office has not 
received a response.

AIR FORCE EVALUATION: 

 

AFPC/DPAPP recommends denial. DPAPP states after a review of the 
applicant’s master personnel records, they were able to verify 
and confirm foreign boots on the ground in Japan, from 8 July 
1959 to 3 January 1961; and in Hawaii, from 5 January 1961 to 
5 February 1963. However, they found no evidence that he served 
in the Republic of Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

A copy of the Air Force evaluation was forwarded to the applicant 
on 7 January 2011 for review and response within 30 days (Exhibit 
D). As of this date, this office has received no response.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file. 

 

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice. After a 
thorough review of the applicant’s submission and the evidence of 
record, we find insufficient evidence of any service in Vietnam. 
Therefore, we agree with the opinion and recommendation of the 
Air Force office of primary responsibility and adopt its 
rationale as the basis for our conclusion that the applicant has 
not been the victim of an error or injustice. Accordingly, in 
the absence of evidence to the contrary, we find no basis to 
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT: 

 

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
