RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-00914 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: His records be corrected to reflect service in the Philippines, Iceland, Thailand, and Vietnam. _________________________________________________________________ APPLICANT CONTENDS THAT: 1. As an advisor in the area in 1962 and 1963, records were not always kept up to date and he was on the move “a lot.” 2. On a return trip from DaNang, he was assigned to assist the loadmaster on a C-124. 3. He only found this error in his record after joining the color guard at his local VFW post. He was asked where his medals were. When he checked his DD Form 214, “Armed Forces of the United States Report of Transfer or Discharge,” all of the blocks were marked “N/A.” He later found out many records were destroyed in the 1973 fire at the National Personnel Records Center, with most being records of Air Force veterans discharged, deceased, or retired before 1 January 1964. In support of his request, the applicant provides copies of special orders issued in 1962. The applicant’s complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant’s available military personnel records reflect that he entered active duty service on 6 November 1959 for a term of four years. He was discharged effective 28 October 1963 for convenience of the government. His records reflect an assignment to Misawa AB, Japan from November 1961 to October 1963. No medals or decorations are listed on his DD Form 214. By letter, dated 23 September 2011, AFPC/DPAPP advised the applicant they had verified service in Bangkok, Thailand on 25 September 1962. However, they could not verify any service in Vietnam or the Philippines. DPAPP requested the applicant provide additional documentation in support of his request, but he did not respond. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAPP recommends denial of the applicant’s request. Based on lack of evidence, they could not confirm any time served in Vietnam or the Philippines. The complete DPSIMC evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: In response to the DPAPP evaluation, the applicant provided the original documentation submitted with his application as well as two additional documents. The documents include a copy of his flight records, dated 1 April -7 May 1962, including departure and arrival times and missed meals he documented and a travel voucher, dated 17 September 1962, for his flight to Japan and the Philippines. The applicant states it has been over fifty years since he left the Air Force and the documents submitted are the only proof he has. The applicant’s complete submission, with attachments is at Exhibit E. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an injustice warranting partial relief. Based on the additional documentation submitted by the applicant, we believe a reasonable basis exists to conclude the applicant served in Thailand, the Philippines, and Vietnam. However, insufficient evidence has been presented to credit him with service in Iceland. Therefore, we recommend his records be corrected to the extent indicated below. ______________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that he was credited with foreign service for serving in Thailand, the Philippines, and Vietnam from April 1962 through September 1962. ______________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2011-00914 in Executive Session on 8 Dec 11, under the provisions of AFI 36-2603: , Chair , Member , Member All members voted to correct the records, as recommended.
