APPLICANT REQUESTS THAT:
His records be corrected to reflect his Vietnam service time.

APPLICANT CONTENDS THAT:
He was sent temporary duty (TDY) for six months to South Vietnam
while he was stationed at Taipei, Taiwan, in 1968 or 1969.
He was not issued any TDY orders for the short period of time.
He went from Topeka, Kansas, to Tuy Hoa Air Force Base in
Vietnam to work on C-130 airplanes, and then back to Forbes Air
Force Base.
In support of his request, the applicant provides a personal
statement.

STATEMENT OF FACTS:
Available records reflect the applicant enlisted in the Regular
Air Force 19 May 66 and was honorably discharged on 9 Feb 70.
He is credited with 3 years, 8 months, and 21 days of active
service and one year, two months, and five days of Foreign
Service.
The remaining relevant facts are outlined in the HQ AFPC/DPAPP
evaluation, which is at Exhibit C.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP recommends denial. DPAPP states the information
provided by the applicant and his master personnel records did
not contain information which reflects he served in Vietnam.
Further, on 6 Aug 10, a letter was forwarded to the applicant
requesting documentation such as travel vouchers, evaluation
reports, letters of evaluation, decorations, or other official
military documents that reflect travel was completed and the
inclusive periods of travel. The applicant failed to provide
the documents.
DPAPP states they were able to verify and confirm boots on
ground for Foreign Service at Chin Chuan Kang Air Base, Taiwan,
from 4 Dec 68 to 8 Feb 70, for one year, two months, and five
days, and this information is correctly reflected on his DD Form
214, Armed Forces of the United States Report of Transfer or
Discharge.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 17 Sep 10 for review and comment within 30 days
(Exhibit D). As of this date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion the applicant has not
been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
