His records be corrected to show that he was awarded:
a. The Air Force National Defense Service Medal (NDSM).

b. The Air Force Good Conduct Medal (AFGCM).

c. The Air Force Longevity Service Award (AFLSA).
(Administratively corrected).
d. The Air Force Small Arms Expert Marksmanship Ribbon
(SAEMR).

APPLICANT CONTENDS THAT:
Errors were made in his records by the orderly room clerk while
he was assigned to the 804th Combat Support Squadron at Grand
Forks Air Force Base, ND in 1966.
In support of his request, the applicant provides copies of his
DD Form 214, Armed Forces of the United States Report of Transfer
or Discharge, his AF Form 7, Airman Military Record; special
order PB-482 and his AF Forms 75, USAF Airman Performance Report.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 17 September
1962 and was progressively promoted to the grade of airman first
class (E-4), having assumed that grade effective and with a date
of rank of 1 October 1965.
The SAEMR is awarded to members of the US Armed Forces who, after
1 Jan 63, qualify as expert in small arms marksmanship with
either the M-16 rifle or issue handgun.

AIR FORCE EVALUATION:
AFPC/DPSIDRA recommends denial. DPSIDRA states there was no
official documentation in the applicants military personnel
records to verify he was rated as expert in small-arms
marksmanship.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 23 April 2010 for review and comment within 30 days. As of
this date, this office has received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice regarding the
applicants request for the SAEMR. After a thorough review of
the available evidence and the applicant's complete submission,
we find no evidence that his records should be corrected to show
he was awarded the SAEMR. As such, with the exception of the
awards that will be administratively added to his records, he is
not entitled to any additional awards; therefore, we agree with
the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our
conclusion that the applicant has not been the victim of an error
or injustice. In the absence of persuasive evidence to the
contrary, we find no basis to recommend granting any relief in
this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that
the application was denied without a personal appearance; and
that the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered
