APPLICANT REQUESTS THAT:
He be awarded six additional points in order to receive a satisfactory
retention/retirement (R/R) year for 2007.

APPLICANT CONTENDS THAT:
The Air Force originally calculated his R/R date as 24 June and then
changed the date to 29 April without telling him. The Virtual Military
Personnel Flight (vMPF) system showed his R/R date as 15 June, and his
assigned unit's welcome letter reflected 24 June.
He accomplished the majority of his required points between August and
November, and planned on performing the remaining six points prior to 24
June when he discovered, in May, that his R/R date had been changed to 29
April.
In support of his request, the applicant provided a personal statement, a
copy of a printout from vMPF, and the IMA Welcome Package.

STATEMENT OF FACTS:
The applicant served in the Regular Air Force for 11 years, 2 months
and 6 days.
Information extracted from the Military Personnel Data System (MilPDS)
indicates the applicant is currently serving in the Air Force Reserve (AFR)
in the grade of major (0-4), having assumed that grade effective and with a
date of rank (DOR) of 1 Jun 2005. His Total Active Federal Military
Service Date (TAFMSD) is 15 June 1995.

AIR FORCE EVALUATION:
ARPC/DPP recommends denial. DPP states that the applicant's records were
audited on 16 February 2006 and established his R/R date as 29 April. On
30 October 2006, the applicant filled out the AF IMT 40A (Record of
Individual Inactive Duty Training) using the actual R/R date of 29 April;
which shows that the applicant knew of the R/R date prior to May 2007;
however, he states that he did not grasp the nuances of the R/R date
change.
DPP believes that the applicant should have attempted to correct the
conflicting date at the time he noticed the problem, two days after being
assigned to the AFR.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 3
October 2008 for review and comment within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an injustice. After a thorough review of the evidence
provided, it appears that the applicant may not have fully understood the
significance of the R/R date and the consequences of not obtaining the
required points prior to that date. We believe reasonable doubt has been
established showing that he may not have been properly briefed on the
significance of R/R points and when they must be performed; and, had he
been properly briefed, he would have completed the inactive duty training
requirements and would have earned a satisfactory year of Federal service
for 2007. Thus, we believe the benefit of doubt should be resolved in his
favor and recommend his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that he was awarded an additional 6 non-
paid inactive duty training points for retention/retirement year 25 June
2006 to 24 June 2007, resulting in 50 total points; and a satisfactory year
of Federal service.
