APPLICANT REQUESTS THAT:
His records be corrected to reflect award of the Air Force Outstanding
Unit Award (AFOUA), the Air Force Overseas Ribbon-Short Tour (AFOSR-
S), and the Aircrew Member Badge.

APPLICANT CONTENDS THAT:
These decorations were not listed on his DD Form 214, Armed Forces of
the United States Report of Transfer or Discharge.
In support of the request, the applicant submits DD Form 214, Special
Orders Number G-9, AB-785, G-20 and Aeronautical Order number seven.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 15 Mar 62, for a
term of four years and was progressively promoted to the grade of
airman first class (E-4). He was discharged on 28 Jan 66, and
received an honorable discharge. He served a total of 3 years, 10
months and 14 days active duty service.
The applicant’s DD Form 214 issued upon his separation reflects
1 year, 6 months and 13 days foreign and/or sea service and no
decorations, medals, badges, commendations, citations and campaign
ribbons awarded or authorized.
On 19 Dec 07, AFPC/DPSIDR advised the applicant that after a thorough
review of his official military record and documents provided they
verified his entitlement to the Air Force Good Conduct Medal, the
National Defense Service Medal, and the Small Arms Expert Marksmanship
Ribbon. On 17 Jan 08, his records were administratively corrected to
reflect the aforementioned awards.
He was also informed that the AFOUA was awarded to the 3411th School
Squadron on 4 Feb 63, and he was stationed at Keesler Technical
Training Center taking the Navigation Repairman Course. However, he
was in accession training as a student, and students are ineligible
for the AFOUA.
The AFOUA was authorized by Department of the Air Force General Order
1, 6 Jan 54. It is awarded by the Secretary of the Air Force to
numbered units that have distinguished themselves by exceptionally
meritorious service or outstanding achievement that clearly sets the
unit above and apart from similar units. The services include,
performance of exceptionally meritorious service, accomplishment of a
specific outstanding achievement of national or international
significance, combat operations against an armed enemy of the United
States, or military operations involving conflict with or exposure to
hostile actions by an opposing foreign force.
The AFOSR-S is awarded to Air Force and Air Force Reserve members
credited with completion of an overseas tour on or after 1 Sep 80.
Air Force and Air Force Reserve members serving as of 6 Jan 86 or
later are entitled to reflect all Air Force overseas tours credited
during their career.

AIR FORCE EVALUATION:
HQ USAF/A3O-AT recommends denial and states, in part, the applicant
did not meet the minimum requirements for permanent award of the
enlisted aircrew member badge during his period of service. A review
of his records revealed that he was never permanently awarded the
enlisted aircrew member badge. In accordance with AFM 35-13, Flying
Status Aeronautical Ratings, Designations and Parachute Jump Status,
dated 10 Sep 62, aircrew members were authorized to wear the basic
aircrew member badge while assigned to an aircrew member duty
assignment, “A” Prefix Duty Air Force Specialty Code (DAFSC); however,
permanent award of the badge was not authorized until the member held
the aircrew member DAFSC as a principal duty assignment for a minimum
of 36 months. His records indicate he held the A30151B DAFSC from May
1964 through July 1964, and was removed from flying status upon
assignment to Wheelus AB, Libya in August 1964, where he remained
until his January 1966 separation.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 1
Feb 08, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. The applicant’s records were
administratively corrected on 17 Jan 08, to reflect award of the
AFGCM, the NDSM and the SAEMR. Therefore, the only remaining issues
before this Board are his requests for award of the AFOUA, the AFOSR-
S, and the Enlisted Aircraft Member Badge. We note that during the
time he was assigned to the 3411th School Squadron at Keesler, he was
in a student capacity and students were not eligible for award of the
medal. Secondly, the AFOSR-S is awarded to Air Force and Air Force
Reserve members credited with completion of an overseas tour on or
after 1 Sep 80. The applicant separated from the Air Force on 28 Jan
66, which is prior to the 6 Jan 86 retroactive date, so he is
ineligible for award of the AFOSR-S to recognize his foreign military
service served before 1 Sep 80. Lastly, permanent award of the
aircrew member badge was not authorized until a member held the
aircrew member DAFSC as a principal duty assignment for a minimum of
36 months. The evidence of record indicates he held the A30151B DAFSC
from May 1964 to July 1964. As such, he did not meet the minimum
requirements for permanent award of the aircrew member badge.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
portion of the application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
