APPLICANT REQUESTS THAT:
His record be considered for supplemental promotion consideration
to Master Sergeant (MSgt) in cycle 03E7.

RESUME OF CASE
On 26 April 2007, his request for award of the Air Force
Commendation Medal, First Oak Leaf Cluster (AFCM 1OLC) for
meritorious service during the period 8 May 1991 to 8 May 1992,
was recommended by AFPC/DPPPR and subsequently granted by the
BCMR (Exhibit A).
On 5 September 2008, the BCMR received another DD Form 149 from
the applicant. Citing an advisory from AFPC/DPPPWB - issued in
response to his original application - he asked the Board to
consider changing his records to show he had been selected for
promotion to the grade of MSgt during promotion cycle 03E7,
rather than 04E7. He acknowledges should the Board grant this
request that he will not be eligible for promotion to senior
master sergeant (SMSgt) but that if granted, the change would
only result in his date of rank to master sergeant changing to an
earlier date (Exhibit B).
The cited DPPPWB advisory, dated 21 March 2007, states the
applicant would have been a select for promotion to MSgt by cycle
03E7, rather than by cycle 04E7, had the decoration been included
in his file. However, DPPPWB recommended, even if the Board
granted the award as requested, that he not be considered for
supplemental promotion.
DPPPWB based their opinion on the fact that although aware of the
missing decoration, he did not show he took appropriate
corrective or follow up action before the original promotion
board (03E7) convened. Further, DPPPWB notes the applicant did
not show he ever inquired about the decoration during any data
verification process for past cycles. Finally, DPPPWB notes the
applicant provided no evidence to show he started actively

pursuing resubmission of the decoration before April 2003 – more
than 10 years after the decoration was allegedly submitted.

THE BOARD CONCLUDES THAT:
After a thorough review of this application and the evidence
provided in support of his appeal, a majority of the board is not
persuaded the applicant should receive supplemental promotion
consideration for promotion to master sergeant by an earlier
cycle. The majority of the Board agrees with AFPC/DPPWB’s
previous recommendation to deny supplemental consideration for
any cycle based on the lack of due diligence by the applicant
regarding this matter for more than ten years after he was
awarded the AFCM (1OLC). Therefore, a majority of the Board
finds no compelling basis to recommend favorable consideration of
the applicant’s request.

THE BOARD DETERMINES THAT:
A majority of the panel finds insufficient evidence of error or
injustice and recommends the application be denied.

SUBJECT: AFBCMR Application of APPLICANT.
I have carefully reviewed the evidence of record and the recommendation of the Board
members. A majority found the applicant had not provided sufficient evidence of error or
injustice and recommended the case be denied. I concur with that finding and their conclusion
that relief is not warranted. Accordingly, I accept their recommendation that the application be
denied.
