APPLICANT REQUESTS THAT:

His  uncharacterized  discharge  be  changed  to  general  (under  honorable
conditions).

APPLICANT CONTENDS THAT:

His discharge was unjust because he was not allowed enough time  to  improve
his readiness skills.

In support of his application, he  submits  a  copy  of  his  DD  Form  214,
Certificate of Release or Discharge from Active Duty.

His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant enlisted in the Regular Air Force on 26 Jul  89.   On  15 Aug  89,
his commander notified him that he was recommending his discharge  from  the
service for unsatisfactory entry level performance or conduct.  His  reasons
were the applicant's failure to make satisfactory  progress  in  a  required
training program and his failure to obtain a  9.0  reading  grade  level  as
measured by the Air Force Reading Ability Test  (AFRAT).   Applicant  waived
his right to counsel and declined to submit a statement on  his  behalf.   A
review of  the  case  by  the  Judge  Advocate  General  was  found  legally
sufficient.

Applicant was discharged on 16 Aug 89.  He had  served  23  days  on  active
duty.

AIR FORCE EVALUATION:

HQ AFPC/DPSOS recommends denial.  Based on the documentation on file in  the
master personnel records, the discharge was consistent with  the  procedural
and substantive requirements of the discharge regulation and was within  the
discretion of  the  discharge  authority.   Applicant  did  not  submit  any
evidence  or  identify  any  errors  or  injustices  that  occurred  in  the
discharge processing.  He provided no  facts  warranting  a  change  to  his
uncharacterized discharge.

The Department of Defense has determined if a member served  less  than  180
days continuous active service, it would be unfair to  the  member  and  the
service to characterize their limited service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 25  Apr
08 for review and comment within 30 days.  As of this date, this office  has
received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of  error  or  injustice.   We  took  notice  of  the  applicant's
complete submission in judging the merits of the  case;  however,  we  agree
with the opinion and recommendation of  the  Air  Force  office  of  primary
responsibility and adopt its rationale as the basis for the conclusion  that
the applicant has not been the victim of an error or injustice.   Therefore,
in the absence of evidence to the contrary, we find no compelling  basis  to
recommend granting the relief sought in this application.

4.  The applicant's case is adequately documented and it has not been  shown
that a personal appearance with or without counsel will  materially  add  to
our understanding of the issue(s) involved.  Therefore, the  request  for  a
hearing is not favorably considered.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of probable material error or injustice; that the  application
was denied without a personal appearance;  and  that  the  application  will
only be reconsidered  upon  the  submission  of  newly  discovered  relevant
evidence not considered with this application.
