APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Bronze Star Medal (BSM)
in lieu of the Air Force Commendation Medal (AFCM) awarded him on 20 Aug
90.

APPLICANT CONTENDS THAT:
His commanding officer (CO) indicated he would consider supporting a BSM
upgrade and confirmed his support during a 4 Oct 07 meeting. A note
forwarded to his CO was never received. Email message traffic exchanged
with third parties indicated his CO was not inclined to sign a memorandum;
however, this was not confirmed by his exec officer.
In support of his request, applicant provided a personal statement, email
communiqués, copies of the Air Force Combat Action Medal (AFCAM) draft
instruction, copies of Enlisted Performance Reports pertaining to other
military members, copies of award citations and decorations pertaining to
other military members and various units, copies of his Officer Performance
Reports, and the AFCM citation.

STATEMENT OF FACTS:
The applicant was honorably retired from active duty in the grade of
colonel on 21 Jul 07. He was credited with 28 years and 10 months of
active duty service. He was awarded the AFCM in question on 20 Aug 90 for
Outstanding Achievement.

AIR FORCE EVALUATION:
HQ AFPC/DPSIDR recommends denial. DPSIDR states the BSM is awarded to
military members distinguished by heroic or meritorious achievement or
service in connection with military operations, against an armed enemy on
or after 7 Dec 41.
DPSIDR notes they were unable to locate the recommendation for award of the
BSM and the applicant did not provide a recommendation or a proposed
citation, signed by someone in his chain of command at the time of the
action, to substantiate his claim.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In his response dated 21 Mar 08, the applicant states the AFCM validates
his decoration for achievement in Operation JUST CAUSE; however, the
justification of the Air Force Outstanding Unit Award with Valor provides
the most complete context and additional detail to support his request.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the available
evidence and the applicant’s complete submission, we are not persuaded that
he should receive the Bronze Star Medal. Other than his own assertions,
the applicant has provided no documentary evidence that would establish his
entitlement to this decoration. We are not unmindful or unappreciative of
his service to the Nation; however, in the absence of documentary evidence
to corroborate his claim, we have no basis on which to favorably consider
this application. We, therefore, agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the victim
of an error or injustice.
4. The applicant's case is adequately documented and it has not been shown
that a personal appearance with or without counsel will materially add to
our understanding of the issues involved. Therefore, the request for a
hearing is not favorably considered.

The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.
