APPLICANT REQUESTS THAT:
Her narrative reason for separation be changed to “expiration of term
of service” and her reenlistment eligibility (RE) code be changed to
allow reentry into the military.

APPLICANT CONTENDS THAT:
She made some mistakes during her enlistment due to being immature and
she had no history of mental illness before or after basic training.
She would have completed basic training if her recruiter was honest.
In support of her request, the applicant submits a personal statement.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
15 Nov 05, for a term of four years.
On 5 Dec 05, she was notified by her commander that he was
recommending she be discharged from the Air Force for mental
disorders. The basis for the action was the applicant was diagnosed
as having an adjustment disorder with mixed anxiety and depressed
mood.
She acknowledged receipt of the notification of discharge and waived
her right to consult with legal counsel and submit statements in her
own behalf.
She was discharged on 15 Dec 05, under the provisions of AFI 36-3208,
Administrative Separation of Airmen (personality disorder), with an
uncharacterized entry-level separation.
She received an RE code of 2C “Involuntarily separated with an
honorable discharge; or entry level separation without
characterization of service.” She served a total of one month, and
one day active duty service.

AIR FORCE EVALUATION:
AFPC/DPSOS recommends denial. DPSOS states, that according to the
Mental Health Evaluation, the applicant was not diagnosed with a
personality disorder, but with an adjustment disorder with mixed
anxiety and depressed mood. In view of this, the DD Form 214,
Certificate of Release or Discharge from Active Duty, will be
administratively corrected to reflect a narrative reason for
separation of “Secretarial Authority” and a Separation Program
Designator (SPD) of “KFF.” Based upon the documentation in the file,
the discharge was consistent with the procedural and substantive
requirements of the discharge regulation. The applicant did not
submit any new evidence or identify any errors or injustices that
occurred in the discharge processing. She provided no facts
warranting changing the narrative reason for separation to
“fulfillment of service” or a change to her RE code.
Airmen are given entry-level separation/uncharacterized service
characterization when separation is initiated in the first 180 days
continuous active service. The Department of Defense (DoD) determined
if a member served less than 180 days continuous active service, it
would be unfair to the member and the service to characterize their
limited service. Therefore, her uncharacterized character of service
is correct and in accordance with DoD and Air Force instructions.

AFPC/DPSOA recommends denial. DPSOA states, a review of the
applicant’s records found no evidence of error or injustice; nor did
the applicant submit any evidence to substantiate her claim.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on
26 Oct 07, for review and comment within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice to warrant changing her RE code
or changing her narrative reason for separation to expiration of term
of service. In regard to the applicant’s request to change her RE
code, we note that she was diagnosed with an adjustment disorder with
mixed anxiety and depressed mood, and it was determined that this
condition interferes with military service. In view of this, we
believe that given the circumstances surrounding the applicant’s
separation, the RE code issued was in accordance with the appropriate
directives. However, the Board notes, since she was not diagnosed
with a personality disorder, but rather with an adjustment disorder,
it has been determined that her DD Form 214, should be
administratively corrected to reflect a narrative reason for
separation of “Secretarial Authority” and an SPD code of “KFF”.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
