APPLICANT REQUESTS THAT:
His under honorable conditions (general) discharge be upgraded to
honorable, his Separation Program Designator (SPD) Code, his Reentry (RE)
Code and the Narrative Reason for Separation be changed, based on clemency.

STATEMENT OF FACTS:
A similar appeal was considered and denied by the Board on 6 Feb 08. For
an accounting of the facts and circumstances surrounding his request, and
the rationale for the earlier decision by the Board, see the Record of
Proceedings, with attachments, at Exhibit I.
In his 4 Mar 08 submission the applicant states he found no reference to
his original request for clemency in the determination letter from the
Board. He believes that the behavior that led to his discharge was no
longer a part of the person he has become, and that his request for
clemency was a way to allow him to serve in the Reserves. He submitted
copies of two Board cases where clemency was considered. He believes these
cases give a reasonable cause for him to believe that the material
presented on his behalf could be considered for clemency. His complete
submission, with attachments, is at Exhibit J.

THE BOARD CONCLUDES THAT:
After careful reconsideration of the circumstances of the applicant’s
discharge, the narrative reason for his separation, and the SPD and RE
codes he received, and after considering the additional documentation
provided, it appears that he has been a productive member of society since
leaving the service. According1y, we believe it would be an injustice for
him to continue to suffer the adverse effects of the discharge, the
narrative reason for separation, and the SPD code and RE code he
received over 15 years ago. Therefore, we recommend his records be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 1 November 1982, he was honorably
discharged under the provisions of AFR 39-10, paragraph 1-2, (Secretarial
Authority) with a separation code of KFF and a reenlistment eligibility
(RE) code of 3K.

Having received and considered the recommendation of the Air Force
Board for Correction for Military Records and under the authority of
Section 1552, Title 10, United States Code (70A Stat 116) it is directed
that:
The pertinent military records of the Department of the Air Force
relating to , be corrected to show that on 1 November 1982, he was
honorably discharged under the provisions of AFR 39-10, paragraph 1-2,
