APPLICANT REQUESTS THAT:
Her entry-level separation be upgraded to an honorable discharge and
her separation program designator (SPD) code of "JFC" be changed to
allow her the opportunity to reenter the military.

APPLICANT CONTENDS THAT:
Her records are in error and she has provided documentation to prove
she was being truthful concerning her medical history. She believes
her sinus issues were minor and not chronic.
In support of her application, applicant provides a letter from her
physician, a personal statement, a copy of her DD Form 214,
Certificate of Release or Discharge from Active Duty, and DD Form 2807-
1, Report of Medical History.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 12 December 2006,
for a period of six years in the grade of airman basic.
On 29 March 2007, the applicant was evaluated and diagnosed with
Chronic Sinusitis. Applicant's medical record indicated that she was
unable to continue training due to chronic sinusitis that was not
responsive to multiple antibiotic therapies.
On 16 April 2007, the applicant was notified by her commander that he
was recommending her discharge from the Air Force for Chronic
Sinusitis, which existed prior to service (EPTS). She acknowledged the
commander's intent and waived her right to counsel and to submit
statements on her behalf. The base legal office reviewed the case and
found it legally sufficient to support separation and recommended the
applicant be separated from service with an entry-level separation. On
23 April 2007, the discharge authority directed her separation.
On 25 April 2007, the applicant received an uncharacterized, entry-
level separation, with an SPD code of "JFC" (Erroneous Entry (OTHER)),
and a reenlistment eligibility (RE) Code of 2C (Involuntarily
separated with an uncharacterized, entry level separation). She
served 4 months, and 24 days of active service.

AIR FORCE EVALUATION:
AFPC/DPSOA recommends denial and states the involuntary discharge
directed by the applicant's commander resulting in the SPD Code of
"JFC" is technically accurate. As noted by the applicant's commander,
the applicant was unaware of her medical condition which categorized
her discharge as erroneous rather than fraudulent.
AFPC/DPSOA's complete evaluation is attached at Exhibit C.
HQ AFPC/DPSOS recommends denial and states, in part, based on the
documentation on file in the master personnel records, the discharge
was consistent with the procedural and substantive requirements of the
discharge regulation. The discharge was within the discretion of the
discharge authority.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluations and states she
realizes that when a commanding officer makes a decision in the
military no one wants to overrule that decision. She is not asking the
Board to override a decision, however, she would like the Board to
reconsider the new information that proves she does not have chronic
sinusitis and that she should be considered for reenlistment.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an injustice. After a thorough review of the evidence
of record and the applicant’s complete submission, we note that some
medical evidence has been submitted that introduces some doubt as to
whether or not her sinus condition was chronic or acute. That said
and noting her willingness to serve, we find it appropriate that she
be afforded the opportunity to apply for enlistment in the armed
services. Whether or not she is successful will depend on the needs
of the services and our recommendation in no way guarantees that she
will be allowed to return to any branch of service. Accordingly, we
recommend that the applicant’s records be corrected as indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that on 25
April 2007, she was separated under the provisions of AFI 36-3208,
paragraph 1.2 (Secretarial Authority) with a separation code of KFF
and a reenlistment eligibility (RE) code of 3K.

of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air

April 2007, she was separated under the provisions of AFI 36-3208,
