APPLICANT REQUESTS THAT:
Her reenlistment eligibility (RE) code be changed to one that would
enable her to enlist in the Air Force Reserve (AFRES).

APPLICANT CONTENDS THAT:
She served in the Air Force for three years and six months. She was
discharged under an early release program (strength reduction) and
does not know why she was given an RE code of 2X. She was recently
honorably discharged from the Naval Reserve (NavRes) in order to
enlist with AFRES. AFRES requires the RE code of 2X to be changed in
order for her to enlist.
In support of her appeal, the applicant has provided a copy of her AF
DD Form 214, Certificate of Release or Discharge from Active Duty, a
copy of her NavRes DD Form 214, various enlistment documents from the
period in question, a copy of a name change in the personnel system
due to marriage, and a letter of support from the New York Division of
Veterans’ Affairs.

STATEMENT OF FACTS:
Applicant entered the Air Force (AF) on 11 December 1979. She was
honorably discharged, 3 years, 7 months and 25 days later, on 5 August
1983 as a result of a fiscal year (FY) 83 early release program –
strength reduction. She was issued an RE code of 2X (Considered but
not Selected for Reenlistment). She joined the NavRes and her record
indicates she served 12 years, 11 months, and 28 days of inactive
duty.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. The applicant has expressed a
desire to enlist into the AF Reserve and we believe, after having
served honorably for over 11 years with the Naval Reserve, she should
be given the opportunity to apply for enlistment. Whether or not she
is successful will depend on the needs of the service and our
recommendation in no way guarantees that she will be allowed to return
to any branch of the service. Therefore, we recommend the applicant's
records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that on 5 August 1983 she
was separated under the provisions of AFR 39-10, paragraph 1.2
(Secretarial Authority) with a separation code of JFF and a
reenlistment eligibility (RE) code of 3K.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 5 August 1983 she was
separated under the provisions of AFR 39-10, paragraph 1.2 (Secretarial
Authority) with a separation code of JFF and a reenlistment eligibility
(RE) code of 3K.

She contends other personnel were involved but only she received a letter of reprimand (LOR) and was placed on the commander’s control roster. She responded with a letter to her squadron commander and eight character references - some of which provided insight on how she had been treated by her immediate supervisor.
