RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2006-03391
INDEX CODE: 107.00
COUNSEL: NONE
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
She be awarded the Air Force Commendation Medal (AFCM).
_________________________________________________________________
APPLICANT CONTENDS THAT:
She believes she is entitled to the AFCM for her deployment to Iraq from
November 2004 through January 2005.
In support of her request, the applicant provided a letter from her
commander, AF Form 3994, Recommendation for Decoration
Deployment/Contingency Operations, and a copy of a citation for outstanding
achievement.
Applicant’s complete submission, with attachments, is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
Applicant is currently serving in the Regular Air Force in the grade of
staff sergeant having assumed that grade effective and with a date of rank
of 1 May 2002.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial. DPSIDR states upon review of the provided
documents they forwarded the AFCM request to the United States Central
Command Air Forces (USCENTAF) for consideration.
USCENTAF responded stating it appears the decoration package was never
submitted for endorsement but was forwarded to the USCENTAF Decoration
Processing Unit (UDPU), as is required for approval. The evidence in her
case shows her chain of command did not support awarding the AFCM for her
deployment.
AFPC/DPSIDR’s complete evaluation is at Exhibit B.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 11 January 2008, the evaluation was forwarded to the applicant for
review and comment within 30 days (Exhibit C). As of this date, this
office has received no response.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force Office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has failed to sustain her burden of proof that she has
suffered either an error or an injustice. Therefore, in view of the
foregoing, we find no compelling basis upon which to recommend granting the
requested relief.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the
existence of an error or injustice; the application was denied without a
personal appearance; and the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.
