He receive supplemental consideration for promotion to the grade of
colonel.

RESUME OF CASE:
A similar appeal was considered and denied by the Board on 24 Jan 07. For
an accounting of the facts and circumstances surrounding his request, and
the rationale for the earlier decision by the Board, see the Record of
Proceedings, with attachments, at Exhibit F.
On 18 Dec 07, the applicant provided a letter to the AFBCMR in which he
pointed out administrative errors in the letter notifying him of the
Board's decision. It appears the applicant believes the Boards decision
may have been based on erroneous information. The applicant also provided
additional documentation that he believes should be included in his
selection records. His complete submission, with attachments is at Exhibit
G.

AIR FORCE EVALUATION:
AFPC/DPSOO recommends denial. DPSOO reviewed the additional documentation
submitted by the applicant and states the letter showing completion of Air
War College was completed after his below-the-zone promotion board; and
documentation showing award of the Distinguished Flying Cross (DFC) and
Bronze Star (BS) do not add any relevance to his case. No additional
evidence has been submitted to substantiate his claim that the DFC and BS
were not seen by the promotion board. AFPC/DPSOO's complete evaluation is
at Exhibit H.

APPLICANT'S REVIEW AIR FORCE EVALUATION:
On 20 Feb 08, a copy of the Air Force evaluation was forwarded to the
applicant for review and response within 30 days. As of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
After reconsideration of the applicant’s appeal along with the additional
documentation submitted in support of his request, we are not persuaded
that corrective action is warranted in this case. Therefore, absent
persuasive evidence that his selection record contained material errors or
that an injustice existed resulting in his nonselection for promotion, we
find no compelling basis to recommend granting the relief sought in this
application.

The applicant’s DFC and BS were approved prior to the FY 70 board, and no evidence was found to show the decorations were missing at the time he was considered for promotion to colonel. The applicant has not provided any documentation to show that the citations were not on file for his promotion boards to colonel. The applicant has not provided any evidence to substantiate that the decorations in question were not in his records at time he met the colonel’s boards.
