APPLICANT REQUESTS THAT:
His record be corrected to show he was awarded a 7 skill level in the
1T2X1 Air Force Specialty Code (AFSC).

APPLICANT CONTENDS THAT:
He completed 7 skill level upgrade on 1 June 2000 – 13 months prior to
being promoted to the grade of technical sergeant. He has a copy of
his promotion order that validates his completion of 7 skill level
upgrade training. He has verified with the trainer and certifier that
he has completed the training required to have been upgraded to a 7
skill level. He is currently in a master sergeant billet but his
promotion is being withheld due to an error in his record. Meanwhile,
his peers are being promoted ahead of him.
In support of his appeal, the applicant has provided a copy of the
Pararescue Career Field Education and Training Plan (CFETP), his
promotion order and pertinent emails.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 9 January 1992. He has
been progressively promoted to the grade of TSgt with a date of rank
(DOR) of 1 July 2001. He is currently serving on active duty with the
Air Force Reserve and has over 15 years of satisfactory service.

AIR FORCE EVALUATION:
HQ AFRC/A1B recommends denial. A1B states there is no indication that
he was eligible, recommended and approved for award of the 7 skill
level. Additionally, evidence of record indicates he was permanently
disqualified from all flying duties and the X1T2X1 career field in
June 2001. Therefore, in accordance with Air Force Instruction (AFI)
36-2502, he does not possess a 7 skill level in any AFSC. He is
thereby ineligible for promotion to master sergeant until he obtains a
7 skill level in his current AFSC.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
31 August 2007 for review and comment within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. In our opinion, the applicant simply did not
provide enough evidence to support his contention he was awarded a 7
skill level. Should he provide additional evidence to support his
case, we would reconsider our decision in light of that evidence.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

She inquired about promotion to E-5 because it was her understanding all you had to have was a five-skill level and the time in service. Records indicate the applicant was awarded a 5- skill level on 22 Aug 06 and was promoted to SSgt on 1 Sep 06, which is the correct promotion cycle for her circumstance. We further note, that while the applicant contends she had a 5-skill level AFSC while on active duty, this AFSC was withdrawn due to non-participation for over thirteen years.
