APPLICANT REQUESTS THAT:

His records be corrected to show he  was  awarded  a  Vietnam  Service
Presidential Citation for temporary duty (TDY) he performed in Vietnam
beginning in December 1968.

APPLICANT CONTENDS THAT:

He served in Vietnam from 26 December 1968 to 25 March 1969  with  the
346th Tactical Airlift Squadron (TAS) of the  516th  Tactical  Airlift
Wing (TAW).  He is proud of his service in Vietnam and would  like  to
have it noted in his records.

In support of his appeal, the applicant  has  provided  a  copy  of  a
National Archives and Records Administration  (NARA)  form  requesting
his military records for the period 1966 through 1970.

STATEMENT OF FACTS:

Applicant enlisted in the Regular Air Force on 22 July 1966.   He  was
progressively promoted to the grade of sergeant (Sgt) with a  date  of
rank (DOR) of 1 June 1969.  He was honorably discharged on 15 May 1970
after having served for 3 years, 9 months, and 24 days on active duty.

AIR FORCE EVALUATION:

HQ AFPC/DPAPP recommends denial.  DPAPP states  that  based  on  their
review of his Master Personnel  Record  (MPR),  no  documentation  was
found that supported his claim he was  ever  TDY  to  Vietnam.   DPAPP
states the only service verified in his record outside the continental
United States was an assignment to Alaska from 27 May  1969  to  until
his discharge.  DPAPP queried the applicant on 1 June 2007  and  asked
that he provide any source documents such as travel  vouchers,  flight
records, or orders that would show the actual  assignment  or  TDY  to
Vietnam.  He had not responded to the request by the  time  DPAPP  had
provided their advisory.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the  applicant  on
27 July 2007 for review and comment within 30 days.  As of this  date,
this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice.  After a thorough review  of  the
evidence of record and applicant's submission, we  are  not  persuaded
that his uncorroborated assertion he served in  Vietnam  on  temporary
duty, in and of  itself,  is  sufficient  to  override  the  rationale
provided by the Air Force.  Accordingly, we agree with the opinion and
recommendation of the Air Force office of primary  responsibility  and
adopt the rationale expressed as the basis for our determination  that
the applicant has failed to sustain  his  burden  of  having  suffered
either an error or injustice.  Therefore, in the absence of persuasive
evidence to the contrary, we find no  compelling  basis  to  recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
