APPLICANT REQUESTS THAT:
The Antarctic Expeditionary Medal listed on his DD Form 214 should have
been the Armed Forces Expeditionary Medal (AFEM).

APPLICANT CONTENDS THAT:
He served on airborne status in the 6916 Electronic Security Squadron (ESS)
in Athens, Greece from Feb 84 [sic] to Aug 85. The whole squadron was
awarded the AFEM. Those with the AFEM are now eligible for veteran
preference in hiring.
In support of his request, applicant provided a Request and Authorization
for Aeronautical Orders, dated 8 Feb 85, placing him on flying status from
17 Feb 85 to 12 Aug 85. The applicant’s complete submission, with
attachment, is at Exhibit A.

STATEMENT OF FACTS:
The AFEM was established on 4 Dec 61 to be awarded to members of the US
Armed Forces who, after 1 Jul 58, have participated in US military
operations and encountered armed opposition, or were in danger of hostile
action by foreign Armed Forces. The medal was awarded for service in South
Vietnam before the Vietnam Service Medal was issued.
The applicant enlisted in the Regular Air Force on 26 Feb 82 and served as
an airborne voice processing specialist/cryptologic linguist specialist.
The applicant’s performance reports for the period 26 Feb 82 through 30 May
85 reflect he was assigned to the 6916 ESS at Hellenikon AB, Greece. He
was subsequently assigned to the 6945 Electronic Security Squadron at the
National Security Agency, Ft. Meade, MD. After 5 years, 1 month and 6
days, the applicant was honorably released from active duty in the grade of
sergeant and transferred to the USAF Reserve.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial because they were unable to verify the
applicant served during a military operation to be eligible for award of
the AFEM. The applicant needs to provide official documentation (travel
orders, travel voucher, citations, etc.) that verifies which AFEM military
operation he supported.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the applicant
on 22 Dec 06 for review and comment within 30 days (Exhibit D). As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant’s contentions are duly
noted, however, after a careful review of the evidence of record, we find
his assertions, in and by themselves, insufficient to support findings that
he was entitled to the Armed Forces Expeditionary Medal. According to the
Air Force office of primary responsibility, the applicant needs to provide
official documentation to verify which military operation he supported to
be eligible for the AFEM. In view of the above and in the absence of
evidence to the contrary, we agree with the opinion and recommendation of
the Air Force and adopt its rationale as the basis for our conclusion that
the applicant has not suffered either an error or injustice in this matter.
Accordingly, there is no basis on which to favorably consider his request.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and the recommendation of the Air Force and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or an injustice.
