APPLICANT REQUESTS THAT:

Corrective action be taken that  would  permit  him  to  increase  his  base
amount under the Survivor  Benefit  Plan  (SBP)  from  a  reduced  level  of
retired pay to full coverage and a full waiver of  indebtedness  created  by
such.  He has agreed to pay the buy-in required  for  him  to  increase  his
base amount.

STATEMENT OF FACTS

On 18 October 2006, the Board considered and  denied  his  application  for
correction of military records pertaining to subject  applicant.   However,
the Board agreed to reconsider his case should he agree to pay  the  buy-in
for such  action.   For  an  accounting  of  the  facts  and  circumstances
surrounding the applicant’s  request  and  the  rationale  of  the  earlier
decision by the Board, see the Record of Proceedings at Exhibit D.


In a letter dated, 25 October 2006, the applicant indicates that he  agrees
to pay the buy-in but is petitioning the Board to limit the buy-in  to  the
principle amount and not include interest on same.

THE BOARD CONCLUDES THAT:

We note the applicant’s willingness to pay the buy-in required  to  increase
his SBP base amount from a reduced level of retired pay  to  full  coverage.
His request that the  buy-in  amount  be  principle  only  and  not  include
interest requires no action on our part  as  the  buy-in  does  not  include
interest  accrued  over  time.   Inasmuch   as   the   Office   of   Primary
Responsibility (OPR) recommended  his  application  be  approved  should  he
indicate his willingness to pay the required buy-in  amount  we  agree  with
the OPR and therefore recommend  his  record  be  corrected  as  recommended
below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to applicant be corrected to show that on 31 August 1988, he elected  spouse
and child Survivor Benefit Plan (SBP) coverage based on full retired pay.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation  of  the  Air  Force
Board for Correction of Military Records and under the authority of  Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT be corrected to  show  that  on  31  August  1988,  he
elected spouse and child Survivor Benefit Plan (SBP) coverage based on  full
retired pay.
