APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of Transfer or
Discharge, be corrected to reflect award of the Vietnam Service Medal.

APPLICANT CONTENDS THAT:
He was stationed at Clark AFB, Philippines, from 1968 to 1970, and from
there, he was sent to “Cam Rahn” (Camron) Bay, Vietnam in a temporary duty
(TDY) status. He was sent to the country six times and each trip lasted
for 55 days.
He was never awarded the Vietnam Campaign or Service Medal which he feels
he deserves.

STATEMENT OF FACTS:
The applicant entered active duty in the Regular Air Force on 25 Aug 66.
The applicant’s master personnel records indicate he was stationed in the
Philippine Islands from 8 May 68 to 8 May 70. He was assigned to the 405th
Aircraft/Electronic Maintenance Squadron and 463rd Field Maintenance
Squadron.
He was honorably discharged from the Air Force on 21 Aug 70.

AIR FORCE EVALUATION:
AFPC/DPAPP recommends denial of the request. The applicant was informed in
Jul 99 that there were no documents in his record to verify any TDYs to
Vietnam. His records were reviewed again and revealed no supporting
documents for the TDYs.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant stated that after carefully reviewing his records he has to
admit that he does not have any copies of the TDY orders. He further
stated it was a tough time for him and his family and believes his wife
failed to pack the orders in their baggage when they left the Philippines.
The applicant provided copies of “Cam Rahn” (Camron) Bay, Vietnam, currency
issued by the military, and Vietnam currency from when he was stationed
there.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt its rationale as the basis for our conclusion that
the applicant has not been the victim of an error or injustice. The
applicant failed to provide evidence that he was physically in Vietnam. If
he can provide evidence such as eye witness statements or postmarked
envelopes from letters he may have written to his wife, or received from
her, etc., we will reconsider his case. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend granting
the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
