RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2007-00216
INDEX CODE: 107.00
XXXXXXX COUNSEL: NONE
HEARING DESIRED: NO
MANDATORY CASE COMPLETION DATE: 27 JUL 2008
___________________________________________________________________
APPLICANT REQUESTS THAT:
Her DD Form 214, Report of Separation from Active Duty, be
corrected to reflect award of the Small Arms Expert Marksmanship
Ribbon (SAEMR) with Gold Star Device.
___________________________________________________________________
APPLICANT CONTENDS THAT:
She received the award, however, it was not listed on her
DD Form 214. She scored 300 out of 300 with a rating of expert.
She also received a commendation from the Base General.
Applicant’s complete submission is at Exhibit A.
___________________________________________________________________
STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 8 Dec 76 for a
period of four years in the rank of airman basic. She was
progressively promoted to the rank of airman with a date of rank of
8 Jun 77. Applicant served as a Law Enforcement Specialist.
On 1 Aug 77, applicant was honorably discharged under the
provisions of AFR 39-10, with a reason for separation of marginal
or nonproductive performer. She was credited with 7 months and
24 days of active duty service.
___________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPPPR reviewed this application and recommended denial,
stating, in part, the SAEMR is awarded to all US Air Force service
members, who, after 1 Jan 63, qualify as “expert” in small arms
marksmanship with either the M-16 rifle or issued handgun.
They were unable to locate official documentation to verify
applicant’s entitlement to the SAEMR.
HQ AFPC/DPPPR’s complete evaluation is at Exhibit C.
___________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 9 Feb 07 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).
___________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt their
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Applicant’s records
were thoroughly reviewed, however, no documents were found to
substantiate her eligibility for award of the Small Arms Expert
Marksmanship Ribbon. In view of the above, we find no basis to
recommend granting the relief sought in this application.
___________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

Therefore, the only issues to be considered by the Board are the applicant's requests regarding the SAEMR and the Daedalion Award. The applicant did not respond to their request she provide a copy of the order or the AF Form 522 verifying her entitlement to the SAEMR. Further, we note the Air Force Daedalion Award is neither awarded or authorized by the Department of Defense; as such, it cannot be reflected on the DD Form 215.
