APPLICANT REQUESTS THAT:
His Reenlistment Eligibility (RE) code 2C (Involuntarily separated
with an honorable discharge; or entry level separation without
characterization of service) be changed to a more favorable code.

APPLICANT CONTENDS THAT:
He received a waiver to enlist in the Air Force Reserve without a
change to his RE code. His current unit is going through the Base
Realignment and Closure (BRAC) process, so he is trying to transfer
into the Air National Guard (ANG). He states, the ANG requires the
change before he can enlist.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 10 Jun 92. His
highest grade held was airman first class. On 1 Apr 94, applicant
was honorably discharged under the provisions of AFR 39-10, with a
reason for separation of unsatisfactory performance and an RE code
of 2C. He was credited with 1 year, 9 months, and 22 days of
active duty service.

AIR FORCE EVALUATION:
HQ AFPC/DPPRS reviewed this application and recommended denial.
They found that the discharge was consistent with the procedural
and substantive requirements of the discharge regulation.
Additionally, that the discharge was within the discretion of the
discharge authority. They also noted that the applicant did not
submit any evidence or identify any errors or injustices that
occurred in the discharge processing.
HQ AFPC/DPPRS complete evaluation is at Exhibit C.
HQ AFPC/DPPAE recommended denial. A review of the applicant’s
military records revealed the commander recommended his discharge
from the Air Force for failure to progress in on-the-job training.
Based on the circumstances of his discharge, they found no evidence
or injustice; therefore, applicant’s RE code is correct.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant
on 9 Nov 06 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. The applicant’s assigned RE
code of 2C accurately reflects the circumstances at the time of his
separation. Specifically, that he was involuntarily separated with
an honorable discharge. Applicant failed to make satisfactory
progress in a required technical training program. We acknowledge
the circumstances surrounding the applicant’s separation.
Nevertheless, the Board commends the applicant on his
accomplishments since leaving the service and that it appears he
has become a productive member of his community. Applicant has not
only completed an associate’s degree program, but also, has served
as a member of the Air Force Reserve. Therefore, we recommend that
the applicant’s RE Code be changed to “3K.” This is a code that
can be waived for prior service consideration, provided he is
otherwise qualified for enlistment under an existing prior service
program.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Reenlistment
Eligibility (RE) code, issued in conjunction with his honorable
discharge on 16 March 1998, was “3K.”
