APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force
Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:
He was awarded the AFCM during war time, but it is not listed on his
DD Form 214, Armed Forces of the United States Report of Transfer or
Discharge.
In support of his request, applicant submits a personal statement and
a copy of his DD Forms 214.

STATEMENT OF FACTS:
He enlisted in the Regular Air Force on 9 August 1963 for a period of
four years. He was progressively promoted to the grade of airman
first class (E-4). On 29 June 1967, he was honorably discharged for
Convenience of the Government. He served a total of 3 years, 10
months and 21 days active duty service.
He was awarded the National Defense Service Medal and the Air Force
Outstanding Unit Award.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial. DPPPR states to be awarded the AFCM, a
member should have distinguished him or herself by meritorious
achievement and service. The applicant did not provide the Special
Order awarding him the AFCM. After a thorough search of his military
personnel records they were unable to verify his entitlement to the
AFCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
31 Oct 06, for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, we are
not persuaded that the relief requested should be granted. The Board
notes, the applicant’s records were administratively corrected to
reflect award of the Vietnam Service, the Republic of Vietnam
Gallantry Cross with Palm, and the Air Force Outstanding Unit Award,
with one Oak Leaf Cluster. In regard to his request to correct his
records to show he was awarded the AFCM, no evidence has been
presented to reflect he was recommended for or awarded the AFCM. We
took notice of the complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the Air
Force office of primary responsibility and adopt its rationale as the
basis for our conclusion that the former member has not been the
victim of an error or injustice. Therefore, we find no compelling
basis to warrant favorable consideration of the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.
