APPLICANT REQUESTS THAT:
It appears the applicant is requesting his DD Form 214 be corrected
to reflect award of the Vietnam Service Medal, the Republic of
Vietnam Campaign Medal, and award of the Bronze star for service in
1973.

APPLICANT CONTENDS THAT:
He was in Vietnam in 1966 and was awarded the Vietnam Service Medal
and the Republic of Vietnam Campaign Medal for which he received no
credit on his DD Form 214. He was awarded a Bronze Star six months
after his retirement, and with no record of it on DD Form 214. In
1972, he was again in Vietnam and was awarded several campaign
stars; not noted on DD Form 214. He has a condition from Agent
Orange and needs his DD Form 214 corrected to provide to the
Veterans Affairs office.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 19 May 53 for a
period of four years in the grade of airman basic. He was
progressively promoted to the rank of senior master sergeant (E-8)
with an effective date and date of rank of 1 Dec 69. He was
honorably discharged from active duty and retired on 1 Jan 74, and
was credited with 20 years, 7 months, and 12 days of active duty.
This included 3 years, 8 months, and 24 days of foreign service.

DD Form 214, dated 18 May 58, reflects award of the National
Defense Service Medal (NDSM) and the Air Force Good Conduct Medal
(AFGCM).
DD Form 214, dated 18 May 64, reflects award of the AFGCM, with
Three Bronze Loops (BR LPS) (19 May 59 – 18 May 62), the Air Force
Outstanding Unit Award (AFOUA), and the Air Force Longevity Service
Award (AFLSA), with One Bronze Oak Leaf Cluster (OLC) (18 May 61).
DD Form 214, dated 18 May 68, reflects award of the AFLSA, w/2 BR
OLC, AFGCM, the Air Force Non-Commissioned Officer Academy Ribbon
(AFNCOAR), the Vietnam Service Medal (VSM), and the NDSM, w/1 BR
Star.
DD Form 214, dated 18 May 73, reflects award of the AFGCM, w/2 OLC,
AFLSA, w/4 BR OLC, Air Force Commendation Medal (AFCM), w/1 OLC,
VSM, and the Republic of Vietnam Campaign Medal.
DD Form 214, dated 31 Dec 73, reflects award of the AFLSA, w/4 OLC,

AIR FORCE EVALUATION:
HQ AFPC/DPAPP reviewed this application and recommended denial
stating, in part, that there were no documents that confirm any
temporary duty (TDY) to Vietnam. Applicant was asked to check his
personal files to see if he had anything that would support his TDY
to Vietnam, however, he did not respond.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 24 Jun 05 for review and comment within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. The Board noted that the
DD Forms 214, (18 May 68) reflected award of the VSM, and
(18 May 73) reflects award of the VSM and the RVCM. Additionally,
the applicant did not provide copies of any awards he received by
mail after his retirement. In the absence of evidence of other
awards previously awarded after his retirement, we find no basis to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
