APPLICANT REQUESTS THAT:
He be provided Special Selection Board consideration for continuation
by the Calendar Year 2005 (CY05) Air Force Reserve Selected Reserve
Lieutenant Colonel Selective Continuation Lieutenant Board.

APPLICANT CONTENDS THAT:
When the board convened, his primary Air Force Specialty Code (AFSC)
was incorrectly listed as 16G; therefore, he was not considered for
continuation. This change was made without his concurrence and should
have been listed as 21R instead, which would have made him eligible
for consideration for continuation.
In support of his appeal, the applicant provided extracts from his
military personnel records, to include an AF Form 2096,
Classification/On-The-Job Training Action, and a Data Verification
Brief.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
that the applicant is currently serving in the Air Force Reserve in
the grade of lieutenant colonel.
The remaining relevant facts pertaining to this application are
contained in the letter prepared by the appropriate office of the Air
Force.

AIR FORCE EVALUATION:
ARPC/DPB recommends denial noting the Secretary of the Air Force (SAF)
convened the CY05 Lieutenant Colonel Continuation Board (CY05 Air
Force Reserve Selected Reserve Lieutenant Colonel Selective
Continuation Board) on 17 Oct 05. The eligibility criteria was
established as: a Mandatory Separation Date (MSD) based on 28 years
of commissioned service expiring between 1 Jan 06 and 31 Dec 06; a
Primary Air Force Specialty Code (PAFSC) or Duty AFSC (DAFSC) manned
at 95 percent or less; officers having rated skills; and lieutenant
colonels belonging to the Selected Reserve or serving Limited Extended
Active Duty (LEAD) tours of three years or less. According to
ARPC/DPB, at the time the CY05 Lieutenant Colonel Continuation Board
convened, the applicant was assigned to a PAFSC of 16G4 and a DAFSC of
13S4. Neither of the AFSCs met the manning criteria of 95 percent or
below. The governing instruction requires an officer to monitor their
own eligibility and ensure their own selection record is correct. Due
diligence on the part of the applicant could have resolved the AFSC
issue prior to the board convening date.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 9 Jun
06 for review and response within 30 days. As of this date, no
response has been received by this office (Exhibit C).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. The applicant's complete
submission was thoroughly reviewed and his contentions were duly
noted. However, we do not find the applicant’s assertions or his
supporting documentation sufficiently persuasive to override the
rationale provided by the Air Force office of primary responsibility
(OPR). Therefore, in the absence of evidence which shows to our
satisfaction the applicant met the established criteria for
consideration by the CY05 Lieutenant Colonel Continuation Board, or
was treated differently from others similarly situated, we agree with
the recommendation of the OPR and adopt the rationale presented as the
basis for our decision that the applicant has failed to sustain his
burden of establishing he has suffered either an error or an
injustice. Accordingly, we find no compelling basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
