APPLICANT REQUESTS THAT:
His extended active duty (EAD) orders, Special Order A-1965, be
amended to reflect that he was ordered to active duty from Flagstaff,
Arizona vice Vacaville, California.

APPLICANT CONTENDS THAT:
He was commissioned at and traveled from Flagstaff, Arizona to his
first duty location. However, Vacaville, CA is his correct home of
record.
When he separates from the Air Force, he would like to have one last
move to the state he plans on someday living.
In support of his appeal, applicant provides a copy of Special Order A-
1965, and paperwork, which verifies his residency in Flagstaff when
ordered to active duty.

STATEMENT OF FACTS:
The applicant is presently serving on active duty in the grade of
captain and has a date of separation of 15 Apr 06. According to
documents he provided, he was commissioned a second lieutenant in the
Air Force Reserve at his Air Force Reserve Officer Training Corp
(AFROTC) Detachment located in Flagstaff, Arizona. According to the
military personnel data system (MilPDS), he was commissioned on 10 May
96. He entered active duty on 10 Jul 96. The actual location he
departed from to enter active duty cannot be determined from the
available evidence of record.

AIR FORCE EVALUATION:
AFPC/DPPAO recommends denial of the applicant’s request. They note he
has not provided proof that his departure point to enter active duty
was other than Vacaville, CA.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
10 Mar 06 for review and comment within 30 days. To date, a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. It appears from a travel voucher located in his
master personnel records, that he indicated his place of departure as
Vacaville, CA. Therefore, in the absence of evidence to the contrary,
we find no compelling basis to recommend granting the relief sought in
this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

Regardless of her educational level or the number of college credits at the time of her enlistment, she was not authorized to enlist at a grade higher than E-1. Headquarters AFRC records of bonus listings only go back to 1987; however, there were no bonuses or advanced pay grade for enlistment into critical AFSC’s in 1979 either.
