RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2006-00033
INDEX CODE: 110.02
COUNSEL: NONE
HEARING DESIRED: NO
MANDATORY CASE COMPLETION DATE: 8 AUGUST 2007
_________________________________________________________________
APPLICANT REQUESTS THAT:
The narrative reason for his separation be changed from
“miscellaneous/general reasons” to “for convenience of government.”
_________________________________________________________________
APPLICANT CONTENDS THAT:
He was denied MGIB benefits because the narrative reason for his discharge
reads “miscellaneous” instead of “for convenience of government.”
The applicant submits no supporting documentation. The applicant’s
submission is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
On 28 January 2003, the applicant enlisted in the Regular Air Force in the
grade of basic airman (E-1) and was progressively promoted to the grade of
airman first class (E-3). On 15 August 2005, he was honorably released
from active duty, having served 2 years, 6 months and 18 days on active
duty. He was transferred to the Air Force Reserve for completion of his
military service obligation (27 January 2011). His DD Form 214 reflects a
Separation Code of “MND” and a Narrative Reason of “Miscellaneous/General
Reasons.”
The remaining relevant facts pertaining to this application, extracted from
the applicant’s military records, are contained in the letter prepared by
the appropriate office of the Air Force at Exhibit C.
_________________________________________________________________
AIR FORCE EVALUATION:
AFPC/DPPRS recommends the application be denied. DPPRS states the
applicant voluntarily submitted a request for separation under the Limited
Active Duty Service Commitment (LADSC) Waiver Program. The Separation
Program Designator for individuals being released from active duty under
the LADSC Waiver Program is “MND” and the corresponding narrative reason is
“miscellaneous/general reasons.” The AFPC/DPPRS evaluation, with
attachments, is at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATIONS:
On 27 January 2006, a copy of the Air Force evaluation was sent to the
applicant for review and comment. As of this date, this office has not
received a response.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. After a thorough review of the
evidence of record and the applicant’s submission, we are not persuaded
that the narrative reason for separation should be changed. The applicant
elected to separate from the Air Force under the Limited Active Duty
Service Commitment (LADSC) Waiver Program. The narrative reason which was
issued at the time of the applicant’s separation accurately reflects the
circumstances of his separation, i.e., LADSC with an honorable discharge,
and we do not find this reason to be in error or unjust. Accordingly, his
request to change his narrative reason is not favorably considered.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered
upon the submission of newly discovered relevant evidence not considered
with this application.
