APPLICANT REQUESTS THAT:

The loss of good (satisfactory)  years  from  Feb  03  to  Sep  05  be
reinstated, and she receive an enlisted incentive  bonus  payment  and
debt relief in the amount of  $771.00  for  Servicemember  Group  Life
Insurance (SGLI) coverage for the same period.

APPLICANT CONTENDS THAT:

She lost good years and a bonus as a result of the misplacing  of  her
medical documents.

She has SGLI payments in arrears in the amount of $771.00.

In support of her appeal, the applicant provided personal  statements,
copies of her point credit summary and military pay account, and other
documents associated with the matter under review.

STATEMENT OF FACTS:

Information extracted from the Personnel Data System  (PDS)  indicates
that the applicant is currently serving in the Air  Force  Reserve  in
the grade of senior airman.

The remaining  relevant  facts  pertaining  to  this  application  are
contained in the letter prepared by the appropriate office of the  Air
Force.

AIR FORCE EVALUATION:

AFRC/DPM recommends denial indicating the applicant was not allowed to
participate in Unit Training  Assemblies  (UTAs)  as  a  result  of  a
medical profile  effective  5  Oct  03.   She  was  returned  to  duty
effective 1 Oct 05 and allowed to participate  in  UTAs.   During  the
period of the applicant's nonparticipation as a result of her  medical
condition, she was not authorized continued enlisted bonus payments as
outlined in  the  governing  Air  Force  instruction.   The  applicant
remained  eligible  for   SGLI   coverage   during   her   period   of
nonparticipation due to a medical condition.  They indicated that  the
insured amount minus the current SGLI debt would have been paid to her
beneficiaries in the event of her untimely death during the period  of
her nonparticipation.

According  to  AFRC/DPM,  the  applicant’s  military   physician   has
concurred with the period of absence as 5  Oct  03  to  1  Oct  05  as
outlined in the AF Forms 422.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Applicant reviewed the  advisory  opinion  and  furnished  a  response
indicating that she agrees that she was not allowed to participate  as
a result of a medical profile, but  not  as  a  result  of  a  medical
condition.  The reason for the delay in her return to  active  Reserve
status was the mishandling of her paperwork.  This is the  reason  she
believes she should be entitled to UTA pay, points, and bonus.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice regarding the applicant’s request that
her records be corrected  to  reflect  satisfactory  service  for  the
period Feb 03 through Sep 03, and that she receive enlisted  incentive
bonus payments for which  she  was  entitled  for  that  period.   The
evidence of record indicates that from 5 Oct  03  to  1  Oct  05,  the
applicant was not allowed to participate in UTAs  as  a  result  of  a
medical  profile.   We  find  no  evidence  which  has  shown  to  our
satisfaction the applicant  should  not  have  been  given  a  medical
profile that precluded her participation for this period.  Further, it
appears the applicant remained eligible for SGLI coverage  during  the
period of her nonparticipation.  Thus, we  do  not  believe  favorable
action on her request  that  she  be  given  credit  for  satisfactory
service for the period 5 Oct 03 to 1 Oct 05, and relief from her  SGLI
coverage indebtedness, is warranted.  However, we have been informally
advised that an undue delay may have occurred  in  processing  of  her
medical profile from Feb 03 through Sep 03.  Therefore, in  our  view,
the applicant should be afforded proper and fitting  relief  for  this
period.   Accordingly,  we  recommend  the  applicant’s   records   be
corrected as set forth below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that:

      a.  She was awarded an additional 12 paid active duty points and
32 paid inactive duty training (IDT) points  for  retention/retirement
year 11 February 2003 through 10 February 2004, resulting in 59  total
points; and, that the period 11 February 2003 through 10 February 2004
is a year of satisfactory Federal service.

      b.  If eligible, she  receive  any  enlistment  incentive  bonus
payments to which she may have been entitled for the  period  February
2003 through September 2003.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to XXXXXXX, be corrected to show that:

            a.  She was awarded an additional 12 paid active duty
points and 32 paid inactive duty training (IDT) points for
retention/retirement year 11 February 2003 through 10 February 2004,
resulting in 59 total points; and, that the period 11 February 2003
through 10 February 2004 is a year of satisfactory Federal service.

            b.  If eligible, she receive any enlistment incentive
bonus payments to which she may have been entitled for the period
February 2003 through September 2003.
