APPLICANT REQUESTS THAT:
Her effective date and date of rank to the grade of airman first class (E-
3) be corrected to reflect 20 February 2002.

APPLICANT CONTENDS THAT:
She enlisted into the Air Force Reserve on 20 February 2002 in an Air Force
Specialty (AFS) that is authorized a bonus. IAW AFRCI 36-2001, Table 6.1
rule 6 she is entitled to the "stripes for unit bonus skills enlistment
option." When she attended 3 level training, several Guard/Reserve
personnel brought to her attention that she should have been wearing AlC
stripes.
In support of this application, the applicant submits a copy of her DD Form
4, Enlistment/Reenlistment Document Armed Forces of the United States, a
copy of AF Form 4021, Application for Incentive Participation, and an
extract from ARRCI 36-2001. Her complete submission, with attachments is
at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted as an airman basic in the Air Force Reserves for a
period of 6 years on 20 February 2002. She is currently serving in the
grade of (E-2) Airman.

AIR FORCE EVALUATION:
AFRC/DPM recommends denial. Upon review of the applicant's duty history,
it reflects that the member entered her first duty assignment as an X4N0X1
at Andrews AFB. Although AFSC 4N0X1 is a bonus AFSC, AFSC X4N0X1 is not a
bonus AFSC at Andrews AFB. Therefore, the member is not eligible for the
bonus program, or the stripes for unit bonus skills upon entry. The DPM
evaluation is at Exhibit B.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 1
August 2003 for review and comment within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. In this respect, Air Force Specialty Code
(AFSC) 4N0X1 is an AFSC that is authorized grade advance under the "stripes
for unit bonus skills enlistment option." However, the applicant's AFSC is
X4N0X1, which it appears is not on the list of AFSCs authorized grade
advancement under the aforementioned program. Therefore, we agree with the
opinion and recommendation of the Air Force office of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice. In
the absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
