APPLICANT REQUESTS THAT:
His Officer Selection Brief (OSB) viewed by the Calendar Year 2005A
(CY05A) Colonel Central Selection Board be corrected to include the
Bronze Star medal (BSM) awarded for the period 10 Jan 05 to 22 Jun 05,
his most recent job title of base “Deputy Commander,” joint duty
credit for his six-month deployment to Iraq, and the Meritorious
Service Medal (Fourth Oak Leaf Cluster) (MSM) (4OLC) awarded for the
period 11 Jul 03 to 15 Jul 05.
He be considered for promotion to the grade of colonel by special
selection board (SSB) for the CY05A Colonel Central Selection Board
with the corrected record.

APPLICANT CONTENDS THAT:
Due to his deployment to Iraq, he never received notification to
review his records for the upcoming promotion board and, therefore,
never contacted AFPC for a records review. Instead, he attempted to
update his record through his orderly room.
In support of his appeal, applicant submits a statement, with seven
attachments, detailing why his records were not complete.

STATEMENT OF FACTS:
The applicant is presently serving on active duty in the grade of
lieutenant colonel. He was considered and not selected for promotion
to the grade of colonel below-the-promotion-zone (BPZ) by the CY05A
Colonel Central Selection Board (12 Sep 05).

AIR FORCE EVALUATION:
AFPC/DPPPO recommends approval of all the applicant’s requests except
for reflecting joint duty credit for his tour in Iraq in the “Joint
Duty History” block of the OSB. They note that only permanent change
of station (PCS) joint assignments are reflected in this block and
that the applicant’s temporary duty to Iraq is not authorized to be
reflected in this block.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
24 Mar 06 for review and comment within 30 days. To date, a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We accept the recommendations of
AFPC/DPPPO to grant the applicant’s requested corrections with the
exception of joint duty credit for his tour in Iraq. As such, we
adopt their rationale as the basis for our determination and
recommendation that the applicant’s records should be corrected as
indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. The Meritorious Service Medal (Fourth Oak Leaf Cluster)
awarded for the period 11 July 2003 to 15 Jul 2005 was accepted for
file in his Officer Selection Record on 10 September 2005.
b. The citation for the Bronze Star Medal awarded for the
period 10 January 2005 to 22 June 2005 was accepted for file in his
Officer Selection Record on 1 August 2005.
c. His Officer Selection Brief prepared for the CY05A Colonel
Central Selection Board be amended in the Assignment History Section
to reflect an entry effective 28 July 2005 for his assignment as
Deputy Commander, 60th Maintenance Group, Travis Air Force Base,
California.
It is further recommended the applicant be considered for promotion to
the grade of colonel by Special Selection Board (SSB) for the CY05A
Colonel Central Selection Board with the corrected record.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXX, XXXXXXX, be corrected to show that:
a. The Meritorious Service Medal (Fourth Oak Leaf
Cluster) awarded for the period 11 July 2003 to 15 Jul 2005 was
accepted for file in his Officer Selection Record on 10
September 2005.
