APPLICANT REQUESTS THAT:
He be awarded the Armed Forces Expeditionary Medal (AFEM) for service
in participation of Operation Urgent Fury.

APPLICANT CONTENDS THAT:
Award of the AFEM may have been omitted by mistake upon his discharge
or it may have been authorized/awarded after his discharge and thus
was not properly recorded on his DD Form 214, Certificate of Release
or Discharge from Active Duty. During Operation Urgent Fury (Granada
– 23 October 1983 to 21 November 1983) he was assigned to the 317th
Avionics Squadron at Pope AFB, NC. While he personally did not deploy
from the base, he was assigned to work many continuous long hours with
no days off in direct support of the continuously departing and
arriving aircraft assigned to the mission. He contends he would like
to be properly and rightfully recognized as a contributing participant
in support of the US Armed Forces during a time of military conflict.
He asks that he be advised of his eligibility for award of the AFEM
based on the information included on his DD Form 149, Application for
Correction of Military Record.
In support of his appeal, the applicant has provided a copy of his DD
Form 214.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 30 July 1981. He was
progressively promoted to the grade of senior airman with an effective
and date of rank of 1 October 1984. He was released from active duty
with an honorable discharge effective 29 July 1985, after having
served for four years.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial. DPPPR notes the applicant’s unit
deployed in support of Operation Urgent Fury but there is no evidence
the applicant deployed with his unit. In fact, his own statement on
his application confirms he did not deploy from his base. Therefore,
after a complete and thorough review of his military record and
supporting documentation, DPPPR noted that though he supported the
deployment of his unit, he did not deploy and is consequently not
eligible for the award of the AFEM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
18 November 2005 for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. The applicant stated in his application while he
supported the deployment, he did not actually leave his base.
Eligibility for the award was contingent on physical deployment.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
