THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests reconsideration of his request to have his father’s records corrected to reflect the awards of the Presidential Unit Citation (PUC) and the Republic of Korea Presidential Unit Citation (ROKPUC).

2.  The applicant states, in effect, that he contacted officials at The Center for Military History and was informed that his father’s units were awarded the PUC and the ROKPUC.  He goes on to state that he was informed that the 2d Military Police (MP) Company was entitled to the PUC and two awards of the ROKPUC and that the 3d MP Company was entitled to one award of the ROKPUC.  Accordingly, he desires his father’s DD Form 214 to be corrected to reflect those awards.

3.  The applicant provides an email from The Center for Military History.

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20090002320 on 7 July 2009.

2.  The former service member (FSM) served as a military policeman assigned to the 2d MP Company in Korea from 27 January through 5 October 1952 and the 3d MP Criminal Investigation Detachment from 6 October 1952 through 2 March 1953.
3.  Department of the Army Pamphlet 672-1 (Unit Citation and Campaign Participation Credit Register), dated 6 July 1961, shows that the 2d MP Company was awarded the PUC for the period of 11 – 22 May 1951.  The unit was awarded the ROKPUC for the periods of 1 – 5 September 1950 and 16 September 1950 – 26 October 1953.  The 3d MP Company was awarded the ROKPUC for the period of 11 July 1952 – 1 October 1953.

DISCUSSION AND CONCLUSIONS:

1.  The applicant’s contentions have been noted and found to have some merit.  The FSM served in two units in Korea and both were awarded the ROKPUC during the period the FSM was assigned.  Accordingly, he is entitled to have two awards of the ROKPUC added to his DD Form 214.   

2.  However, the FSM was not assigned to the 2d MP Company during the period the unit was awarded the PUC.  Accordingly, he is not entitled to award of the PUC.

BOARD DETERMINATION/RECOMMENDATION:

1.  The Board determined that the evidence presented was sufficient to warrant partial amendment of the ABCMR’s decision in Docket Number AR20090002320, dated 7 July 2009.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the award of the ROKPUC (two awards) to his DD Form 214.

2.  The Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief.  As a result, the Board recommends denial of so much of the application that pertains to adding the award of the PUC to his DD Form 214.


3.  The Board wants the applicant and all others concerned to know that this action in no way diminishes the sacrifices made by his late father in service to the United States during the Korea War.  The applicant and all Americans should be justifiably proud of his service in arms.
