APPLICANT REQUESTS THAT:
The amount of his initial enlistment bonus (IEB) be increased from
$9,000 to the correct amount of $15,000.

APPLICANT CONTENDS THAT:
He received a report on individual personnel (RIP) from HQ AFPC
informing him that his IEB had changed from $9,000.00 to $15,000. The
RIP also advised him that it would serve as an amendment to his
original orders.
In support of his appeal, the applicant provides a copy of a message
from AFPC/DPPAEQ advising him of the change to his IEB and a copy of
his enlistment contract.

STATEMENT OF FACTS:
According to documents in the Automated Records Document System
(ARMS), the applicant enlisted in the Air Force on 10 Dec 02 for a
period of six years in Air Force Specialty Code (AFSC) 1N330. Annex D
of the applicant’s enlistment contract, which he initialed and signed,
indicates he would be authorized an initial enlistment bonus in the
amount of $9,000 upon completion of technical training and award of
the three skill level in his guaranteed AFSC.

AIR FORCE EVALUATION:
AFPC/DPPAE recommends denial of the applicant’s request. The
applicant was promised and paid an IEB of $9,000 as indicated on Annex
D to his enlistment contract, AF Form 3008, “Supplement to Enlistment
Agreement-United States Air Force, which he initialed and signed,
dated 10 Dec 02.
The documentation the applicant has provided is an erroneous document
that is produced anytime the bonus amount changes for any Air Force
Specialty Code (AFSC). The document has been stopped from being
produced by the military personnel data system.
AFPC/DPPAE provides a copy of the AF Form 3008 signed by the applicant
and a copy of the IEB amounts in effect from 1 Oct through 31 Dec 03.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
10 Nov 05 for review and comment within 30 days. To date, a response
has not been received.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt its rationale as the basis
for our conclusion that the applicant has not been the victim of an
error or injustice. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
