APPLICANT REQUESTS THAT:
He be awarded the Distinguished Service Medal (DSM) and the Air
Force Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:
He is entitled to the DSM or the AFCM due to his vast
qualifications in his training of freight traffic management during
the period 24 Aug – 1 Sep 68, where he demonstrated the ability to
excel in Operation GARDEN PLOT off-loading troops and their
equipment and during a Feb 70 TDY to Spain with the Transportation
Section to assist in reducing the backlog. During this time he
showed initiative and devotion to his duty.
In support of his application, he provided a personal letter, two
letters of appreciation, his DD Form 214, Armed Forces of the
United States Report of Transfer or Discharge, an Airman
Performance Report, and a certificate of achievement as a Jan 67
Base Airman of the Month Nominee.

STATEMENT OF FACTS:
The applicant served on active duty in the Regular Air Force from
28 Apr 66 to 20 Apr 70. He was honorably discharged with a total
of 3 years, 11 months, and 23 days of active military service.
The applicant’s DD Form 214 reflects award of the National Defense
Service Medal and the Air Force Good Conduct Medal.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial of applicant’s request and states, in
part, the applicant provided two letters of appreciation from two
members of his chain of command to support his claim; neither
letter contains the required recommendation. Unfortunately, one
cannot recommend oneself for the DSM or the AFCM. They were unable
to locate a special order or a recommendation for award of the DSM
or AFCM in the applicant’s record. Without the special orders or
recommendation documents they are unable to honor his request.
To be awarded the DSM, a member who, while serving in any capacity
of the Armed Forces of the United States, must distinguish himself
by exceptionally meritorious service to the Government in a duty of
great responsibility.
To be awarded the AFCM, a member must have distinguished himself by
meritorious achievement and/or service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 19 Aug 05, a copy of the Air Force evaluation was forwarded to
the applicant for review and response within 30 days. As of this
date, no response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice of
the applicant's complete submission in judging the merits of the
case; however, we agree with the opinion and recommendation of the
Air Force office of primary responsibility and adopt its rationale
as the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

In accordance with AFI 36-2803, recommendations for the AFCM and AFAM must be submitted as soon as possible following the act, achievement, or service. There is no documentation available or provided by the applicant that indicates his commander recommended or approved awards for the AFCM or AFAM.
