MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

SUBJECT:

      Having carefully reviewed this application, we agree with the
recommendation of the Air Force and adopt the rationale expressed as
the basis for our decision that the applicant has been the victim of
either an error or an injustice.  Therefore, under the authority
delegated in AFI 36-2603, the applicant's records will be corrected as
set forth in the accompanying Memorandum for the Chief of Staff signed
by the Executive Director or his designee.

      Members of the Board Ms. Marilyn M. Thomas, Ms. Olga M. Crerar,
and Mr. James W. Russell III considered this application on 1 November
2005.

MEMORANDUM FOR THE CHIEF OF STAFF

      Under the authority of Section 1552, Title 10, United States
Code, Air Force Instruction 36-2603, and having assured compliance
with the provisions of the above regulation, the decision of the Air
Force Board for Correction of Military Records is announced, and it is
directed that:

      The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that the
Education/Training Report, AF Form 475, dated 28 March 2003, was
accepted for file in his Officer Selection Record (OSR) on or before 1
November 2004.

      It is further directed that he be considered for promotion to
the grade of major by a Special Selection Board for the Calendar Year
2004A Major Central Selection Board, with inclusion of the
Education/Training Report, AF Form 475, dated 28 March 2003, and the
Air Force Achievement Medal, First Oak Leaf Cluster, citation for the
period 15 January 1999 to 1 October 2000, in his Officer Selection
Record.
