MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR

SUBJECT:  XXXXXXX, XXXXXXX

      Having carefully reviewed this application, we agree with the
recommendation of the Air Force office of primary responsibility
and adopt the rationale expressed as the basis for our decision
that the applicant has been the victim of either an error or an
injustice.  Therefore, under the authority delegated in AFI 36-
2603, the applicant's records will be corrected as set forth in the
accompanying Memorandum for the Chief of Staff signed by the
Executive Director of the Board or his designee.

      Members of the Board, Mr. Michael J. Novel, Mr. Gregory A.
Parker, and Mr. Patrick C. Daugherty, considered this application
on 27 September 2005.

MEMORANDUM FOR THE CHIEF OF STAFF

      Under the authority of Section 1552, Title 10, United States
Code, and Air Force Instruction 36-2603, and having assured
compliance with the provisions of the above regulation, the
decision of the Air Force Board for Correction of Military Records
is announced, and it is directed that:

      The pertinent military records of the Department of the Air
Force relating to XXXXXXX, XXXXXXX, be corrected to show that:

      a.  The AF Form 475, Education/Training Report, rendered for
the period 2 June 2003 through 16 July 2003, was accepted for file
in his Officer Selection Record on 7 February 2004; and that he be
considered for promotion to the Reserve grade of major by Special
Selection Board for the FY05 Line and Health Professions Major
Promotion Board and any subsequent boards for which the training
report was not a matter of record.

      b.  The AF Form 707B, Company Grade Officer Performance
Report, rendered for the period 28 April 2003 through
22 October 2004, was signed by the reviewer on 7 February 2005; and
the report was accepted for file in his Officer Selection Record on
7 February 2005.

      It is further directed that he be considered for promotion to
the Reserve grade of major by Special Selection Board for the FY06
Line and Health Professions Major Promotion Board with the
corrected Officer Performance Report.

      If recommended for promotion by the Special Selection Board,
the Air Force Board for Correction of Military Records be advised
of the recommendation at the earliest practicable date so that all
necessary and appropriate actions may be completed.

      If he is not recommended for promotion by the Special
Selection Board, the office of primary responsibility advise him of
the recommendation of the Special Selection Board.
