through 14 Feb 03 be declared void and removed from his records, and
the attached reaccomplished OPR be accepted for file in its place.

APPLICANT CONTENDS THAT:
A material error was made on the last line of the rater and additional
rater’s overall assessment, recommending the wrong command emphasis
due to incorrect information. This created an injustice by providing
inaccurate indication of his leadership potential. It is only through
the replacement of the OPR that an accurate assessment can be
documented. The replacement of the OPR is fully supported by his
chain of command.
In support of his appeal, the applicant provided copies of the
contested and reaccomplished reports, statements from his rater and
additional rater, and documentation pertaining to the decision by the
Evaluation Reports Appeal Board (ERAB).

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
the applicant is currently serving on active duty in the grade of
lieutenant colonel.

AIR FORCE EVALUATION:
AFPC/DPPP recommended denial noting that in accordance with a
HQ USAF/DP message, a lieutenant colonel can be recommended for the
position of Group Commander once they have served as a Deputy Group
Commander or are in such an assignment position that a Group Commander
is the next command step. The applicant's functional manager stated
the applicant has never held a command position nor provided
justification that his responsibilities were commensurate with a
command position. Therefore, a recommendation to Group Commander is
inappropriate for the applicant. The functional manager also
mentioned the current recommendation to Deputy Support Group Commander
also required the applicant to have held a formal command position
which the applicant has not accomplished in his career. This
recommendation is also inappropriate, however generous and is now a
matter of record. An appropriate recommendation for the applicant
would actually be Squadron Commander or equivalent to give the member
a command position.
AFPC/DPPP noted the rater provided a rebuttal letter stating the HQ
USAF/DP message was his foundation for replacing the applicant's job
recommendation. However, the rater failed to provide detail
justification from the applicant's job, during the reporting period,
to prove the next logical position should be Group Commander. The
rater only mentioned the applicant’s current position as senior
acquisition officer and that because of this, his next step would be a
Group Commander. The report did not include a material error based on
the functional manager's recommendation and the applicant's career
progression.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Applicant reviewed the advisory opinion and furnished a very detailed
response and additional documentary evidence which are attached at
Exhibit E.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the
evidence presented, we are sufficiently persuaded that corrective
action is warranted in this case. We took particular note of the
statements from the applicant's rating chain supporting his assertion
that based on incorrect information, the contested report was prepared
with the wrong command emphasis, thereby providing an inaccurate
indication of his leadership potential. In view of the foregoing, and
having no basis to question the integrity of these senior officers or
their knowledge of the applicant’s assignment position, we recommend
the contested report be voided and replaced with a reaccomplished OPR.
Accordingly, the applicant's records should be corrected as set forth
below. We further recommend he be provided SSB consideration with his
corrected records.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that:
a. The Field Grade Officer Performance Report (OPR), AF Form
707A, rendered for the period 9 Apr 02 through 14 Feb 03, be declared
void and removed from his records.
b. The attached Field Grade OPR, AF Form 707A, rendered for the
period 9 Apr 02 through 14 Feb 03, which reflects in Section VI "SSS
next, then as a Group Commander!," be inserted in his officer
selection folder.
It is further recommended that he be considered for promotion to the
grade of colonel by a Special Selection Board for the Calendar Year
2003B (CY03B) Colonel Central Selection Board and for any subsequent
boards for which the corrected OPR closing 14 Feb 03, was not a matter
of record.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that:
a. The Field Grade Officer Performance Report (OPR),
AF Form 707A, rendered for the period 9 Apr 02 through 14 Feb 03, be,
and hereby is, declared void and removed from his records.
