APPLICANT REQUESTS THAT:
The Board staff was advised by AFPC/DPPPWB they were unable to comply with
the Board’s directive to provide supplemental promotion consideration to
the grade of Chief Master Sergeant (CMSgt).

STATEMENT OF FACTS:
In an application to the Air Force Board for Correction for Military
Records (AFBCMR) dated 10 January 2003, the applicant requested his EPR
rendered for the period 3 January 2001 through 2 January 2002, be declared
void. On 12 June 2003, the Board considered and denied the applicant’s
request. However, the Board believed some relief was warranted. The Board
directed the Enlisted Performance Report, AF Form 911, rendered for the
period 3 January 2001 through 2 January 2002, be amended in Section V,
Rater’s Comments, by deleting the line “Although an extremely hard worker,
displayed several lapses in judgment this reporting period.” It was
further directed the applicant be provided supplemental consideration for
promotion to the grade of chief master sergeant beginning with cycle 02E9.

AIR FORCE EVALUATION:
Subsequent to the Board’s decision, on 6 April 2005, HQ AFPC/DPPPWB
notified the AFBCMR and indicated the applicant retired 1 March 2003 in the
grade of senior master sergeant. Based on his date of rank (DOR) to senior
master sergeant (SMSgt), he was eligible for promotion consideration to
chief master sergeant (CMSgt) during cycle 02E9. However, after further
review of the Weighted Airman Promotion System (WAPS) file, he was rendered
ineligible due to being a ”no show” for testing.
AFPC/DPPPWB further indicated the USAF Supervisory Examination (USAFSE) is
an integral part of the weighted factors and the Senior Non-Commissioned
Officer (SNCO) promotion selection process. Without a USAFSE test score,
it is not possible to provide the applicant supplemental consideration.
The total score of the USAFSE score and the score of the other weighted
factors are subtracted from the cutoff score required for selection in the
member’s promotion Air Force Specialty Code (AFSC) to determine what board
score he would have required to be selected during the initial selection
process. The board score he needed to be selected also determines which
benchmark records would be used as a basis of comparison during the
supplemental selection process. Without a USAFSE test score, it is not
possible to apply the mechanics of this process and provide him
supplemental consideration to CMSgt as directed by the referenced
memorandum (Exhibit G).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 14 March 2005, the Board staff forwarded a copy of the AFPC/DPPPWB
letter to the applicant for review and comment. As of this date, no
response has been received by this office (Exhibit H).

THE BOARD CONCLUDES THAT:
Subsequent to the Board’s decision on 12 June 2003 to amend Section V of
the contested report by deleting a portion of the Rater’s comments and
providing supplemental consideration for promotion to the grade of CMSgt,
HQ AFPC/DPPPWB notified the AFBCMR staff that the applicant was ineligible
for promotion due to his being a ”no show” for testing. As noted by
AFPC/DPPPWB, without a USAF Supervisory Examination test score, it is not
possible to apply the mechanics of the promotion process and provide him
supplemental consideration to the grade of CMSgt as was directed by the
Director, Air Force Review Boards Agency. The applicant was advised by the
Board of this situation on 14 April 2005 and given the opportunity to
provide comments; however, he did not respond. Therefore, the Board is in
agreement with the OPR that there is no way to provide the applicant
supplemental promotion consideration due to his being a “now show” for
testing. In view of this situation, the Board recommends solely removing
the contested comments from the Rater’s section on the EPR closing
2 January 2002 and correcting the record as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that so much of the Memorandum for the
Chief of Staff, AFBCMR BC-2003-00215, dated 15 August 2003, as pertains to
providing supplemental consideration for promotion to the grade of chief
master sergeant beginning with cycle 02E9, be declared void.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to , be corrected to show that so much of the Memorandum for
the Chief of Staff, AFBCMR BC-2003-00215, dated 15 August 2003, as pertains
to providing supplemental consideration for promotion to the grade of chief
master sergeant beginning with cycle 02E9, be, and hereby is, declared
void.

He retired from the Air Force on 31 Jul 03. DPPP states he was time-in-grade eligible for senior rater endorsement based on the new DOR at the time of the 30 Sep 01 report. In this respect, we note that based on the applicant’s original 1 Jun 01 date of rank (DOR) to the grade of senior master sergeant, he was ineligible for promotion consideration to the grade of chief master sergeant prior to his 31 Jul 03 retirement.
