RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2004-02728
INDEX CODE: 100.00
COUNSEL: None
HEARING DESIRED: NO
_________________________________________________________________
APPLICANT REQUESTS THAT:
His DD Form 214 be corrected to reflect he served in Vietnam.
_________________________________________________________________
APPLICANT CONTENDS THAT:
His Vietnam service was entered on his DD Form 214 as “No.”
Applicant's complete submission, with an attachment, is attached at
Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force (RegAF) on 10 March
1968 for a period of four years as an airman basic (AB). He was
progressively promoted to the rank of Sergeant (Sgt).
The applicant served in Okinawa from 23 February 1969 through
22 August 1970. He was honorably released from the Air Force on 2
October 1972. He served four years of active service.
On 17 September 2004, HQ AFPC/DPAPP requested the applicant to provide
any documentation he may have to support his contention to be credited
for service in Vietnam.
_________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPAPP2 states there is no documentation in the applicant’s
personnel records to reflect he served or was temporarily assigned in
Vietnam. They further state the applicant did not respond to their
request to provide any
documentation to support his request. They recommend the requested
relief be denied.
A copy of the Air Force evaluation is attached at Exhibit C.
_________________________________________________________________
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
29 October 2004, for review and response. As of this date, no
response has been received by this office.
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. The applicant’s contentions are
duly noted, however, he has submitted no persuasive evidence to
support these contentions. Therefore, we agree with the opinion and
recommendation of the Air Force office of primary responsibility and
adopt its rationale as the basis for our conclusion the applicant has
not been the victim of either an error or an injustice. There is no
evidence in the applicant’s personnel records indicating he was either
permanently or temporarily assigned in Vietnam. Furthermore, the
applicant did not respond to the request from Air Force office of
primary responsibility requesting he provide documentation reflecting
he served in Vietnam. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

His Officer Performance Report (OPR) for the period ending 21 May 2001 be replaced with a reaccomplished report.
