APPLICANT REQUESTS THAT:
He be awarded the Air Force Officer Aircrew Member badge.

APPLICANT CONTENDS THAT:
Although he is an Army officer, he was assigned to the Air Force from
1 Jun 87 to 1 Sep 88 as the Ground Liaison Officer and performed duty
and received training that he believes entitles him to the Air Force
Officer Aircrew Member badge. He believes that his service was
overlooked because he was one of only five Army officers that served
as ground liaison officers to the Air Force on both flight and jump
status.
In support of his appeal, applicant provides a copy of inputs provided
to the Army for his officer effectiveness report by the Numbered Air
Force commander he served under, copies of documentation of the
training he received, and a copy of an Air Force Commendation Medal he
was awarded.

STATEMENT OF FACTS:
The applicant retired from the Army in the grade of major in 1998.
While on active duty, in the grade of captain, he was assigned duty
with the Air Force under dual supervision of both the Army and the Air
Force from 1 Jun 87 to 17 Mar 88. Among the duties he performed was
Army Ground Liaison Officer.

AIR FORCE EVALUATION:
AF/XOOT recommends denial of the applicant’s request. The
documentation provided by the applicant does not indicate that he met
the minimum requirements for award of the Air Force Officer Aircrew
Member Badge. The training the applicant received was not badge
awarding training and the documentation provided does not indicate he
was assigned to a position that required him to perform frequent and
regular in-flight aircrew member duties.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
In his response to the Air Force evaluation, applicant provides
additional information he would like the Board to consider. The
applicant provides an overview of his duty performance while assigned
to the Air Force unit, his qualifications, training, and details of
his performance during two adverse situations. The applicant also
attaches a summary of his career highlights.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air
Force office of primary responsibility and adopt their rationale as
the basis for our conclusion that the applicant has not been the
victim of an error or injustice. Therefore, in the absence of
evidence to the contrary, we find no compelling basis to recommend
granting the relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly

The applicant explains that their recommendation would deny him credit for the NVG time for his 186 hours of HH-53C time and only 9.5 hours of NVG time out of almost 750 hours flown on the MH-53H. They indicate that they concur with the applicant’s request to correct his record to reflect 55% of his total flying time in the MH-53J, MH- 53H, and HH-53C as Primary Night and also NVG time. On 12 Dec 01, the applicant was disqualified from flying by the Air Combat Command Surgeon due to a diagnosis of narcotic abuse based on an aeromedical summary prepared by his attending flight surgeon at the time.
