APPLICANT REQUESTS THAT:
His records be corrected to reflect his entitlement to the NCO Professional
Military Education (NCO PME) Graduate Ribbon and flight crew status.

THE APPLICANT CONTENDS THAT:
He attended the NCO Preparatory course on 14 March 1985. He was the door
gunner on a Huey UH-1 for over 60 missions in support of weapons
decommissioning at Nellis AFB, NV during the fall of 1983.
In support of his appeal, applicant submits a copy of his NCO Preparatory
Course certificate and a copy of his Discharge Certificate. Applicant’s
submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force in the grade of airman
first class (E-3) on 24 February 1982. He was progressively promoted to
the grade of senior airman (E-4). On 6 August 1985, he was honorably
released from active duty, having served 3 years, 5 months and 13 days on
active duty. He was transferred to the Air Force Reserve for completion of
his military service obligation (23 February 1988). His DD Form 214
reflects he was awarded the Air Force Training Ribbon, Air Force Good
Conduct Medal, Air Force Achievement Medal and the Small Arms Expert
Marksmanship Ribbon with one service star.
On 28 September 2005, Headquarters Air Force Personnel Center issued the
applicant a DD Form 215, Correction to DD Form 214, reflecting the award of
the NCO PME Graduate Ribbon.

AIR FORCE EVALUATION:
USAF/XOOT recommends the application be denied. XOOT indicates that the
applicant’s military personnel record does not contain any information that
would indicate he was ever placed on aeronautical orders as a non-rated
aircrew member or operational support flyer, nor does it indicate he ever
completed aerial gunner formal training. In addition, states XOOT, the
applicant does not have an individual flight record folder, which would
list all flying activity performed by non-rated aircrew and operational
support flyers. The USAF/XOOT evaluation is at Exhibit C.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
On 7 October 2005, a copy of the Air Force evaluation was sent to the
applicant for review and comment. As of this date, this office has not
received a response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We note the applicant’s DD Form 214 has
been corrected to reflect award of the NCO Professional Military Education
(NCO PME) Graduate Ribbon; therefore, the only request before this Board
concerns his flight crew status. We took notice of the applicant’s
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or an injustice. In
this respect, we see no evidence that he was ever placed on aeronautical
orders as a non-rated aircrew member, operational support flyer, or has
ever completed aerial gunner formal training. According to the Air Force
office of primary responsibility, the applicant does not have an individual
flight record folder which would list all flying activity performed by non-
rated aircrew and operational support flyers. In view of the above and in
the absence of evidence to the contrary, we find no basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.
