APPLICANT REQUESTS THAT:

His records be corrected to reflect that he was stationed in England for  24
months.

APPLICANT CONTENDS THAT:

He was a crewmember on a B-17 that flew missions over Northern  France.   He
was TDY to the European Theatre of Operations.  His complete  submission  is
at Exhibit A.

STATEMENT OF FACTS:

Applicant entered active service as an Airplane Engine Mechanic in the  Army
Air Corps on 19 Sep 43 and was released from  active  duty  on  17  Mar  46.
Subsequent to that time period, he served various  assignments  in  the  Air
Force Reserve until his placement on the Reserve retired list on 1 Oct 69.

AIR FORCE EVALUATION:

AFPC/DPAPP1 recommends denial.  DPAPP1 states that there are no TDY  orders,
travel vouchers, or any other documents in his World War II (WW-II)  records
that show he was overseas during WW-II.  All his  assignments  were  in  the
continental United States (CONUS) during his WW-II service.   He  was  asked
to provide further documentation to support his claim, but did not  respond.
 The DPAPP1 evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 19  Dec
03 for review and comment within 30 days.  As of this date, this office  has
received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or injustice.  We thoroughly  reviewed  the  evidence  of
record and found no documentation to support the applicant's assertion  that
his records should be amended to reflect that he was stationed  in  England.
Therefore, we agree with the opinion and recommendation  of  the  Air  Force
office of primary responsibility and adopt their rationale as the basis  for
our conclusion that the applicant has not been the victim  of  an  error  or
injustice.  In  the  absence  of  evidence  to  the  contrary,  we  find  no
compelling  basis  to  recommend  granting  the  relief   sought   in   this
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
