APPLICANT REQUESTS THAT:
He be awarded a Zone A Selective Reenlistment Bonus (SRB) entitlement
for his 23 April 2001 reenlistment.

APPLICANT CONTENDS THAT:
He was apparently entitled to an SRB at his last reenlistment and did
not receive it. He contends the Military Personnel Flight (MPF)
failed to authorize the SRB at reenlistment. While checking the
personnel system at his local MPF he was told that he had been
eligible for a Zone B 0.5 SRB that was verified by personnel at Air
Force Personnel Center (AFPC). He carries an Air Force Specialty Code
(AFSC) of 3A0X1 that was on the SRB list as of 31 October 2000.
In support of his appeal, the applicant has provided copies of an
email trail between himself and AFPC personnel, a DD Form 4,
Enlistment/Reenlistment Document Armed Forces of the United States,
with attachment.

STATEMENT OF FACTS:
Applicant is currently in the Regular Air Force as a Staff Sergeant
(SSgt/E-5). On 23 April 2001, he reenlisted in the for a period of
four years.

AIR FORCE EVALUATION:
AFPC/DPPAE recommends denial. The SRB list that was in effect upon
member's reenlistment date was 31 October 2000. As of his
reenlistment date, his AFSC was not authorized a Zone A SRB. (Note:
his AFSC was not authorized a Zone A SRB on the preceeding or
following lists either). He would not have been eligible to receive
an SRB unless he had between 6 and 10 years of total active federal
service. Member had only 3 years and 29 days total active federal
military service as of his reenlistment date and therefore is not
authorized a Zone B SRB.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
19 December 2003 for review and comment within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt their rationale as the
basis for our conclusion that at the time the applicant reenlisted, he
was not eligible for a selective reenlistment bonus. Therefore, in
the absence of evidence to the contrary, we find no compelling basis
to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
